About the Role

We are seeking a highly skilled and experienced Group Head of Procurement to join our team at Leicestershire Partnership NHS Trust. This is a new role that combines the Head of Procurement responsibilities at both Leicestershire Partnership NHS Trust and Northampton Healthcare NHS Foundation Trust.

The successful candidate will lead the group's total non-pay procurement of over £230m, one of the largest procurement portfolios of any combined Mental Health and Community Trust. You will be an integral part of both Trust's Finance and Procurement teams, reporting to and assuring each Trust's Deputy Director of Finance.

Key Responsibilities
  • Manage the procurement departments of both Leicestershire Partnership Trust and Northampton Healthcare Foundation Trust, providing a full specialist service to the Trusts and associated customers.
  • Provide technical guidance, operational guidance, and advice on strategic sourcing, tendering, and contracting to all relevant internal and external stakeholders.
  • Ensure all legal requirements and obligations are met, including managing and delegating the procurement work plan.
  • Lead any transformation work across both procurement teams, considering differing procedures, HR policies, and financial requirements.
  • Work to ensure synergies are gained from our group relationship, considering how best to support joint working across the teams.
  • Have considerable input in how both organisations manage and spend a total group non-pay budget of over £230m, responsible for all procured spend within this budget.
  • Consider new goods and services contracts on behalf of both organisations and regularly update both Trusts boards on progress.
  • Provide a high-quality, effective, and client-focused procurement service to all relevant stakeholders to ensure all customers obtain Value for Money (VfM) for all commercial transactions.
  • Provide professional external procurement representation within all required national forums, building collaborative relationships where appropriate.
  • Initiate, develop, and implement a Group-wide procurement strategy and ensure that the relevant processes are in place to support it.
  • Provide management support services and management information to the Deputy Directors of Finance at both LPT and NHFT.
