The Role

As the Senior Procurement Governance & Policy Specialist, you will be responsible for delivering improvements in Procurement and Purchasing practices which drive compliance and provide optimum value for money. You will also be responsible for identifying, delivering, and embedding relevant legislative, policy, and procedural changes across the council.

  • Review compliance to Procurement/Purchasing policies and procedures, notably the Tender and Contract Regulations (TCRs).
  • Identify corrective actions to address non-compliance and work with Procurement colleagues to implement these and where necessary escalate repeated non-compliance.
  • Take a lead on updating & communicating tender and contract documents, templates, and guidance in line with any changes to legislation or any recommendations received through internal/external scrutiny.
  • Lead on the identification of changes to relevant national procurement policy and legislation, considering the implications, applying it locally (including updates to documentation) and communicating the changes across the council.

The role will be key in representing Procurement both internally and externally, and the post holder will be required to proactively engage with internal and external stakeholders across the Council to ensure that Procurement is effectively enabling the organisation to conduct its activities in compliance with the Tender and Contract Regulations and national procurement legislation.

The Person

To be considered for the role, you will ideally be working towards your MCIPS qualification, and have up to date knowledge of current and prospective public procurement legislation. You will need experience of contract management as well as managing and improving procurement governance.
