The Role

We are seeking a highly skilled Procurement Manager to join our Procurement Services team within Newcastle University's Finance Hub. The successful candidate will be responsible for managing contracts and framework agreements, providing an effective procurement service, and leading the category management team.

Key Responsibilities
  1. Manage contracts and framework agreements through the full procurement life cycle, ensuring compliance with audit requirements, Public Procurement Regulations, and University policies and procedures.
  2. Develop and implement category management strategies, performance measures, and reporting procedures to ensure value for money and optimal procurement outcomes.
  3. Lead the category management team and provide guidance to stakeholders on the operation of structured engagements and management plans for all suppliers of works, goods, and services.
  4. Negotiate and agree contractual terms, and sign contracts, commercial agreements, and award contracts for the supply of works, goods, and services.
  5. Resolve procurement contract conflicts and disagreements with suppliers to obtain the best possible resolution for the University.
  6. Ensure that suppliers are appointed on appropriate and proportionate terms and conditions, considering risk profiles, insurance cover, data protection clauses, limits of liability, social value, and modern slavery considerations.
  7. Recommend new and updated procedures related to best practice in procurement category management to ensure they meet the requirements of both internal and external stakeholders.
The Person

We are looking for a candidate with a current and comprehensive understanding of contract law and Public Procurement Regulations. The ideal candidate will have demonstrable skills in procurement category management and project management, with extensive experience of working to tight deadlines without supervision.

Requirements
  1. Bachelor's degree or graduate in a business or related subject, or extensive experience in procurement.
  2. Professional membership of either Chartered Institute of Procurement and Supply (MCIPS, Qualification Level 6) or Royal Institution of Chartered Surveyors (MRICS) is desirable.
