Quantity Surveyor Role

PRS is seeking an experienced Quantity Surveyor to support the Agile Works and Projects teams in delivering high-quality services to the Parliamentary Estate and the London area.

Main Responsibilities:
  1. Preparation of pre-tender estimates and cost planning to ensure accurate budgeting and forecasting.
  2. Leading the interface with clients and other consultants to ensure seamless communication and collaboration.
  3. Compilation of tender packs, including managing queries from tendering contractors, to ensure compliance with tender documentation.
  4. Review of tender returns and cost alignment to ensure accurate contract recommendations.
  5. Completion and updating of NEC3 activity schedules to ensure timely project delivery.
  6. Carrying out take-offs and site measurements for material procurement and final accounts to ensure accurate cost control.
  7. Checking and approving all MTC pre-measures and final accounts to ensure compliance with contract requirements.
  8. Letting of subcontract package works, including preparation of subcontract agreements, to ensure best value for the business.
  9. Negotiating with the supply chain to ensure best value, including suppliers and subcontractors, to maximize profit margins.
  10. Undertaking direct procurement of major plant and equipment where beneficial to the business to ensure cost-effectiveness.
  11. Reviewing procurement strategy to identify key areas where additional margin can be achieved by negotiating with the supply chain.
  12. Contract administration, including subcontract appointments, valuations, change control, invoicing, and final accounts, to ensure compliance with contract requirements.
  13. Monthly cost reporting, including profit and loss and cash flow forecasts, to ensure accurate financial management.
  14. Preparation of monthly project contract reviews and management accounts information to ensure timely decision-making.
  15. Preparation and submission of interim valuations and variations to ensure accurate cost control.
  16. Resolution of contractor disputes to ensure timely project delivery.
  17. Developing a database of outturn costs on completed projects to enable future works to be cost-planned quicker and more accurately.
  18. Developing a real cost database to assist the preparation of initial cost estimates.
  19. Structured training of the project teams to develop cost management skills and operation of the various client contracts.
  20. Developing operating tools to improve the operation of the MTC.
  21. Building and maintaining effective working relationships with project teams and colleagues to maximize the success of project delivery for Parliament.
  22. Learning and developing new NAV cost control system to ensure accurate financial management.
  23. Managing a team of Quantity Surveyors, Assistant, and Trainee Quantity Surveyors to ensure timely project delivery.
