The Subcontract Manager will provide critical support to the Procurement organization at Leonardo Sensors Line of Business. This role involves all aspects of Subcontract Management, from supplier assessment to delivery and acceptance of supplies, ensuring compliance with internal and external governance and legislation.

Key Responsibilities:

  • Provide procurement governance and leadership within Bid/Project business areas.
  • Lead senior Procurement management to business area IPTs for effective Life Cycle Management and to achieve delivery and margin for all associated projects.
  • Apply Procurement and Subcontract best practice expertise and process.
  • Select and develop strategic suppliers/partners, owning supplier performance, relationships, and material budget.
  • Prepare, negotiate, and implement partnership, subcontract, teaming, or non-disclosure agreements, ensuring the Company's commercial protection.
  • Manage export applications/approvals, ITAR, TAA procedures, and processes.
  • Manage complex supply chains and support Scope of Work creation to ensure Suppliers have an understood baseline and work package.
  • Project Manage new and existing Supply Chains, ensuring required outputs and schedules are understood throughout the programme.
  • Manage supply cash flow programme in line with customer payments and negate any slippages.
  • Be the focal point for monthly reporting, milestone monitoring, and remedial actions with full ownership of the Project Supply Chain.
  • Assess need for a Sub-Contract and determine potential suppliers, NDA's to be raised, and RFI to be issued.
  • Challenge project bid teams' assumptions and ensure necessary procurement fields are populated with accurate data.
  • Develop and Approve the RFQ pack for down-selected suppliers, including Statement of Work, Technical Requirements Specification, and Subcontract terms.
  • Assess Tender Responses and undertake Source Selection from RFQ.
  • Manage Subcontract Negotiations to achieve a Subcontract meeting the needs of the Project.
  • Award Subcontracts to the preferred supplier against clear, achievable, and measurable delivery objectives.
  • Develop the Procurement Plan and support the Project Risk Management Plan.
  • Approve milestone claims from the supplier when milestones have been met.
  • Maintain the Subcontract through the life of the project, closing it when all milestones and deliveries have been received.
  • Mediate supply chain conflicts against contractual objectives.
  • Drive supply chain performance to achieve on-time delivery objectives and ensure SAP accurately reflects the latest position.
