Birmingham City Council is seeking a skilled and experienced professional to fill the role of Learning and Workforce Development Specialist within our City Housing Directorate's Strategy and Enabling Function. This vital position focuses on the development and operational delivery of our City Housing Workforce Strategy, aiming to uplift and empower our workforce to deliver exceptional, customer-focused housing services.

Key Responsibilities:
  • Support the design and implementation of the City Housing Workforce Strategy, aligning training needs with the council's strategic objectives, sector regulations, and operational requirements.
  • Develop and provide learning and development solutions, advice, and guidance to enhance managerial and employee performance across the housing services.
  • Manage online learning platforms and innovate digital solutions, utilizing the Learning Management System (LMS) effectively to develop skillsets within our workforce and ensure compliance with mandatory training requirements.
  • Understand workforce competences and undertake detailed learning and training needs analyses to tailor programmes that address diverse learning styles and support the council's strategic outcomes.
  • Develop and support the execution of talent development programs including mentoring, succession planning, leadership development, and apprenticeship programs.

  • A strong communicator and clear thinker with a creative and innovative approach to problem-solving, capable of working independently using one's own initiative as well as part of a team.
  • Excellent interpersonal, facilitating, coaching, and influencing skills to train, guide, and advise colleagues across the organisation.
  • Strong analytical skills, with the ability to critique, challenge, and use evidence to drive decision-making and performance improvement.
