Job Summary

The Commonwealth of Virginia seeks a highly skilled and experienced Fiscal Assistant Supervisor to oversee the operations of the accounting unit within the Local Departments of Social Services. This is a critical role that requires strong leadership and management skills, as well as a deep understanding of accounting principles and practices.

Key Responsibilities

  • Supervise and coordinate the work of Fiscal Assistants, ensuring that all accounting functions are completed accurately and efficiently.
  • Oversee the preparation of accounting records and reports, including agency payroll process and submission.
  • Prepare and review financial reports, ensuring that all data is accurate and up-to-date.
  • Supervise and train fiscal and administrative support employees, providing guidance and support as needed.
  • Plan, coordinate, and assign work to employees, ensuring that all tasks are completed on time and to a high standard.
  • Counsel and evaluate employee performance, making recommendations for personnel action as needed.
  • Review and analyze accounting records, identifying areas for improvement and implementing changes as necessary.
  • Oversee the posting and verification of accounts payable and accounts receivable ledgers, ensuring that all transactions are accurate and up-to-date.
  • Generate reports for informational purposes, providing insights and recommendations to management.
  • Ensure accuracy of payments within the guidelines of State/Federal reimbursement procedures.
  • Participate in audits, responding to audit findings and taking corrective action as needed.
  • Analyze and interpret regulations, providing recommendations to management.

Requirements

  • Working knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, and governmental accounting and financial reporting.
  • Personal computer operations, systems, and procedures, as well as supervisory principles, practices, and techniques.
  • Ability to plan, coordinate, assign, and review work of employees, prepare financial reports, and perform research, analysis, and interpretation of financial information.
  • Effective communication and interpersonal skills, with the ability to establish and maintain effective working relationships with others.
  • High school diploma supplemented with post-secondary coursework in office or business administration, accounting, computer science, or related field, and related administrative or supervisory experience.

Preferred Qualifications

  • Supervisory experience or work experience in a leadership role.
  • Equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Possession of a bachelor's degree in accounting.
  • Knowledge in public assistance and social service programs.

Special Requirements

  • The investigation may include fingerprint checks (State Police, FBI), local agency checks, employment verification, and references, verification of education (relevant to employment), credit checks (relevant to employment), and other checks requested by the hiring authority.

  • May be required to report for shelter duty during community disasters and/or emergencies.
