Job Description

The International Maritime Organization (IMO) is seeking a highly skilled and experienced Consultant to undertake a comprehensive review of its current practices and policies related to the engagement of consultants.

Key Responsibilities:

  • Assessment and Analysis:
    • Conduct a thorough review of existing IMO practices and policies related to the hiring of consultants.
    • Conduct a comparative study of best practices in hiring consultants in other UN agencies and international organizations.
    • Identify gaps and areas of improvement in the current IMO practices.
  • Stakeholder Consultations:
    • Conduct interviews and consultations with key stakeholders within IMO, including project managers, implementation officers, HR services, and Procurement.
    • Gather insights and feedback from relevant external stakeholders.
  • Framework Development:
    • Develop a comprehensive policy for the engagement of consultants.
    • Develop clear guidelines and procedures for consultant identification, selection, and remuneration determination.
    • Propose governance and oversight mechanisms to ensure transparency and accountability.
    • Create templates and guidelines for terms of reference (ToR), contracts, and evaluation criteria.
  • Validation and Finalization:
    • Present the draft framework to IMO management and key stakeholders for feedback.
    • Revise and finalize the framework based on feedback.
    • Conduct a scenario testing workshop to ensure understanding and buy-in from all relevant parties.
  • Development of Training Materials:
    • Develop training materials for key aspects of the framework.
    • Conduct training for all relevant stakeholders.

Deliverables:

  • A comprehensive policy for the engagement of consultants.
  • Guidelines and procedures for consultant identification, selection, and remuneration determination.
  • Governance and oversight mechanisms to ensure transparency and accountability.
  • Templates and tools for ToR, contracts, and evaluation criteria.
  • A report on the scenario testing workshop and final recommendations.
  • Training materials and provision of training to relevant stakeholders.

Reporting and Communication:

  • The Consultant will report to the Director, Administration and Finance, and work closely with the Director, Technical Cooperation Division and HR Services.
  • Regular progress updates will be required to ensure alignment and timely delivery of outputs.
