About the Role

The Chemical Plant Operations Leader will be responsible for overseeing the safe and efficient operation of our chemical plant. This includes managing the maintenance of equipment, ensuring compliance with health and safety regulations, and promoting a positive health and safety culture.

Key Responsibilities

  • Ensure that all assigned duties and tasks are carried out in compliance with statutory legal requirements and the company quality, health & safety and environmental policies
  • Promote a positive health and safety culture by ensuring good housekeeping standards are used, correct PPE is being worn and that any near miss, incident or accidents are made safe and reported
  • Manage Engineering team to ensure the safe, standardised and efficient maintenance of all plant and equipment as per planned routines and statutory requirements, including the completion of all documentation to satisfy these requirements
  • Oversee Engineering Supervisors allocation of daily work orders and control of the technicians to ensure correct prioritisation close out of site activities
  • Responsible for managing the correct installation, inspection, servicing and repair of all mechanical and electrical equipment and instrumentation on site, ensuring all work undertaken to the highest standards and within required timescales
  • Facilitate planning of all shutdown work and intrusive safety critical jobs with associated test bodies and departments ensuring that all equipment is up to date and defects are suitably managed
  • Ensure that all project plans, improvements, repairs and shutdown works are performed to the appropriate standard, ensuring coordination of resources for the flawless execution of works to agreed timescales including appropriate hand over after completion
  • Work with the Business Processes Manager with the responsibility for the implementation and management of engineering Key Performance Indicators for reliability of equipment, plant breakdown time, spares stocks, completion of SAP routines and close out of inspection defects
  • Contribute as required to raise capital asset requests including design input, the provision of technical and process data, specification requirements, procurement, contractor quotations, formal contract agreements, delivery, commissioning and assessing resource requirements
  • Work closely with Engineering teams to actively encourage the identification of appropriate upgrades, modifications or enhanced maintenance routines to maximise and maintain plant availability and efficiency
  • Manage and maintain Engineering training records to ensure adequate coaching and competency assessments are performed as per individual requirements from the training requirements matrix
  • Ensure that engineering teams are competently completing all tasks, including reporting of equipment defects, correctly completing all paperwork and that work is appropriately undertaken ensuring all unsafe items are suitably isolated / communicated and reported
  • All engineering activities must follow Tradebe permit to work procedures ensuring that a permit to work covers all work on plant. This must include a suitable risk assessment and method statements (or task instruction) covering all the hazards including access requirements, competency assessment, prerequisites for cleaning and isolations prior to starting task
  • The engineering department to develop flexibly to respond to business needs through performing additional tasks including basic non-trade tasks, fork lift driving etc. in accordance with competencies and departmental requirements
  • Regularly track progress and communicate progress, including potential issues, for all engineering and capex work
  • Manage the detailed planning of materials/equipment deliveries and any additional resource involved with either preparation or planned works for maintenance activities or shutdown works
  • Ensure all contract labour is fully aware of site activities and hazards, include their own responsibility to make safe any potentially unsafe situations by stopping tasks to isolate / communicate issues as appropriate
  • Promote Continuous Improvement (CI) opportunities to improve plant and equipment operation / reliability and control through contributions from production department and regular review of breakdown and spares data
  • Champion engineering CI projects utilising the techniques and approach used within six sigma including regular updates and presentation of progress
  • Participate in MOC reviews, hazard studies, risk assessments and accident investigations as required
  • Follow Tradebe change management (MOC) system by ensuring that all engineering activities have been assessed against Tradebe procedures ensuring no impact to operation or statutory requirements prior to the engineering team physically performing tasks
  • Regularly review inspection and breakdown data striving to improve plant availability by reducing any downtime and maximising efficiency whilst identifying any potential CI opportunities to improve control, operation or maintenance
  • Manage direct report holidays ensuring sufficient coverage is maintained to operate department. Manage all aspect of teams HR, aid Engineering Supervisor with technicians, confirming that all absenteeism and disciplinary issues are collated and reported, individual performance must be appropriately managed and reviewed as per Tradebe procedures
  • Ensure all waste generated through engineering activities is disposed of timely and efficiently in-line with current legislation
  • Assist Site Manager in all aspects of his work and deputise as required in his absence

Requirements

  • Define standards so that all work is undertaken in a manner conducive to good Health, Safety and Environmental practices, paying particular attention to housekeeping by regular auditing programmes and confirming that all defects are correctly reported and managed
  • Housekeeping standards are maintained around the plant in accordance with best practises, with particular focus to compliance with DSEAR
  • To work closely with Engineering Supervisor to establish a balanced work schedule as per agreed priorities, this will include routine work, safety critical tasks, any breakdowns or project work
  • To communicate the KPI's of the department through provision of regular performance monitoring data as well as a monthly summaries to the site manager
  • Aiding and guiding Engineering Supervisor to develop suitable task instructions and technical documents to cover all regular routines, and that these are kept up to date to include the latest available data, guidance and best practises
  • Provide suitable time and resource to appropriately manage hazard, risk and COSHH assessments as required, reviewing findings and inclusion of all control aspects into relevant documentation and training plans
  • Control the provision of suitable documentation, competent resource and approval for all engineering Permit to Work requests as per Tradebe procedures, including monitoring to ensure that all works are performed as per expected site safety standards
  • Encourage and challenge engineering team to optimise plant / equipment to maximise group profitability whilst ensuring they follow correct and approved task instructions
  • Engineering team is completing appropriate documentation and following all identified task instructions to safely and efficiently maintain plant whilst complying with all health, safety and environmental requirements
  • Regularly monitor contract labour reviewing performance to ensure effective, efficient and safe work practices whilst following legislative guidance and site rules
  • Ensure department provides suitable robust instructions to safely perform all tasks through clear communications whilst ensuring all required process break-ins have the correct isolation, proving / checking and decontamination (if appropriate) thus minimising potential hazards
  • Review, assess and plan as required capex projects for new plant and or equipment coming to site, working closely with supplier to supply appropriate information, timelines and documentation
  • Make suitable arrangements for managing CDM projects, including appointment of other duty holders, provision of welfare and allocation of sufficient time and resources
  • Create clear and concise plans to execute and monitor progress of routine tasks, equipment repairs and project work to keep site management team up to date
  • Encourage good communications and reporting from engineering teams providing timely feedback on tasks, any remaining faults, breakdowns, isolations in place and any accidents, incidents or near misses that have occurred
  • To approve SAP purchase orders for the engineering department whilst managing within allocated budget, ensure that all orders are progressed in a timely fashion through SAP
  • Track departmental spend aiming to keep within set budget through highlighting any significant spends in advance and weekly forecast reporting to the Site Manager
  • Managing Engineering team to provide effective control over consumables and spares to safeguard uninterrupted processing whilst balancing against minimising inventory levels and cost
  • Succession planning through the development of engineering teams with associated progression plans. Requirements include having and maintaining training records; including competency assessments, managing training needs and performance monitoring
  • Controlled documents are suitably managed by the Engineering Supervisor; all updates are approved / updated on SAP, reviewed periodically and are issued to teams as appropriate
  • In the event of a Major Accident Hazard scenario if the most senior person on site to act as the Site Incident Controller (SIC) or provide support to the SIC in the event of the emergency services being called to site
