We are seeking an experienced Programme and Project Manager to join our team at the NHS Business Services Authority. As a Programme and Project Manager, you will be responsible for the end-to-end delivery of projects and programmes, as well as providing line management for other project professionals.
Key Responsibilities- Line Management: Manage, coach, and mentor project delivery and change management professionals, including appraisals, performance management, and talent development.
- Programme and Project Delivery: Deliver programmes and projects in line with the NHSBSA Programme and Project Management Frameworks, internal and external assurance requirements, and stakeholder expectations.
- Programme and Project Management: Provide day-to-day management and leadership of programmes and projects, including budgeting, forecasting, and resource allocation.
- Business Case: Develop and deliver programme and project business cases, including drafting and securing collaborative input from subject matter experts.
- Budget: Develop and manage budgets, track delivery within budget, and ensure all expenditure is governed in accordance with NHSBSA Standing Financial Instructions and DHSC/Cabinet Office spend controls.
- Resource Management: Secure resources, direct planning, scheduling, resourcing, and estimating for large-scale programmes, and manage medium-sized programme/project teams.
- Benefits Realisation: Deliver agreed business case scope in line with defined time, cost, and quality criteria, and ensure appropriate benefits realisation strategies are in place to enable longer-term delivery of benefits.
- Stakeholder Management: Identify and manage stakeholder relationships, highlight need for senior-level support, and manage internal and external relationships as appropriate.
- Risks and Issues: Identify and monitor project risks and issues, develop mitigating actions, and escalate as appropriate.
- Governance and Controls: Maintain overall integrity and coherence of programme and governance framework, plan programme assurance activities, and support effective project governance and decision-making.
- Change Management: Define change management approach, ensure effective change management processes are in place, and agree and document changes to deliverables as agreed with stakeholders.
- Dependency Management: Work with project leads and business-as-usual to ensure programme dependencies are actively managed, act as an arbiter and enforcer, and resolve issues between the various elements of the programme.
- Programme Leadership Vision and Objectives: Cascade programme vision, translate into delivery objectives for the team, and lead the programme to deliver business case benefits and outcomes.
- Guidance and Support Programme and Project Management Community: Provide support, guidance, direction, and coaching to the team and more broadly across the departmental profession, show commitment to personal development, promote effective individual and team performance, and be an ambassador for the profession and best practice within the Programme and Project Management community.
We are looking for a Programme and Project Manager with the following skills and experience:
- Strong stakeholder management and communication skills
- Ability to build effective relationships with, and influence, senior stakeholders
- Resilient and determined, with strong negotiation skills and ability to constructively challenge
- Ability to communicate sensitive or contentious information appropriately
- Line management experience of project delivery professionals
- Significant experience in team leadership and managing virtual teams
- Significant experience and track record in successful definition and delivery of programmes and projects using recognised delivery frameworks
- Demonstrable experience of senior stakeholder engagement and management
- Experience of budgetary management and reporting
