Job Overview

As a key member of the UHSussex Emergency Preparedness, Resilience and Response Team, you will play a vital role in ensuring the Trust's compliance with the Civil Contingencies Act 2004 and the NHS England Emergency Preparedness Framework. You will be responsible for supporting the delivery of the Trust's Emergency Preparedness, Resilience and Response (EPRR) work programme, including reviewing and updating emergency and business continuity policies and plans, assisting with EPRR training and exercising programmes, and supporting the response to any potential incidents or emergencies.

Main Duties and Responsibilities
  • Co-ordinate and collate planning responses to provide Trust-level emergency response plans covering all reasonably foreseeable internal and external incidents, including major, critical, and business continuity incidents.
  • Contribute to the debriefing process following any incidents and co-ordinate action plans to address learning identified from the debrief process, amending EPRR policies and procedures accordingly.
  • Support work to risk assess, evaluate, and audit levels of emergency preparedness and resilience with reference to statutory requirements, guidance, best practice, and lessons learned from real-life incident and test scenarios.
  • Ensure that the planning process, risk assessment, and reviews are carried out in line with internal and external assurance and quality standards for emergency preparedness and organisational resilience.
  • Assist the EPRR Support and Administration Officer in maintaining effective and accessible information systems to record emergency planning and business continuity data.
  • In liaison with the EPRR Training and Exercise lead, assist in the development, design, and delivery of all training on emergency planning and business continuity to staff and managers across the Trust.
  • In liaison with the EPRR Training and Exercise lead, assist in the conducting regular testing/exercising of all plans in line with the requirements under the Civil Contingencies Act 2004 and the NHS England Emergency Preparedness Framework.
  • Undertake and lead on a range of projects relating to Business Continuity/Emergency Planning, and where necessary, prepare appropriate briefing papers for Trust Executive Group and Senior Management meetings.
  • Make a significant contribution to the development of Trust policy in relation to emergency planning and business continuity, ensuring that procedures are updated in relation to national changes in NHS guidance and practice.
  • Provide a source of knowledge and advice on the theory and practice of emergency incident response and business continuity planning.
  • Work autonomously and deputise for the Head/Deputy Head of Emergency Preparedness, Resilience and Response in their absence.
  • Represent the Trust in local, regional, and governmental meetings and discussion groups, contributing to policy where necessary.
Person Specification

Essential criteria:

  • Educated to degree level.
  • Evidence of academic development.
  • Teaching Qualification (level 3).
  • Proven experience of delivering training and communicating key messages.

Desirable criteria:

  • Experience of managing risks and reporting.
  • Proven experience of writing reports to a high level.
  • Experience of developing and reviewing emergency and business continuity plans and procedures in line with local and national guidance.
  • Experience of performing risk assessments.
  • Experience of carrying out Business Impact Analysis.
  • Experience of designing, delivering, and evaluating tests or exercises of emergency and business continuity plans.
  • Experience of responding to incidents/actual emergencies, incidents, business continuity incidents, adverse weather, etc.
