Job Summary

The Head of Procurement will create a forward-thinking procurement service that delivers commercial excellence by mentoring and guiding the team from transactional and process-focused behaviors to a dynamic approach that challenges previous norms, achieving tangible results in tender execution and effective contract management.

Key Responsibilities
  • Lead the development of procurement and supply chain, aligning with business objectives.
  • Provide leadership and direction, shifting the team's focus from process-driven behaviors to a more dynamic, results-oriented approach.
  • Implement a Business Partnering approach, fostering strong, consultative relationships with internal stakeholders to drive commercial outcomes.
  • Develop and implement a robust contract management framework.
  • Ensure compliance with procurement governance and maintain transparency throughout procurement activities.
  • Collaborate with internal stakeholders to enhance procurement processes and align them with business processes.
  • Oversee the procurement of materials, services, and leasing agreements, ensuring efficient contract reviews, renewals, and tenders.
  • Lead the continuous improvement of purchasing systems, ensuring alignment with legal and financial regulations.
  • Establish and nurture relationships with key stakeholders and external suppliers, foster collaboration and value creation.
  • Ensure compliance with Procurement and Financial regulations, overseeing all procurement activities within statutory limits.
  • Lead the management of lease contracts, stock, and other key assets.
Requirements
  • Qualified member of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent.
  • Demonstrable evidence of continuous professional development (CPD).
  • Proven leadership skills with extensive experience in senior procurement management within large and complex organizations.
  • Experience managing multi-million-pound budgets and delivering cost improvement programs.
  • In-depth knowledge of UK Procurement regulations and public procurement directives.
  • Strong track record of managing complex projects and delivering them on time, within budget.
  • Proven change management experience gained while working in the engineering infrastructure, utilities sector, or similar regulated industry.
  • Experience developing a procurement service that seeks to partner with key stakeholders driving commercial and procurement activity.
