About the Role

We are seeking an experienced Senior Manager to lead on the delivery of a large-scale housing transformation programme for a Local Authority in London.

The Management Recruitment Group (MRG) is seeking a highly skilled and qualified individual to fill this key position.

  • Lead on the delivery of the housing transformation programme, working closely with internal stakeholders and external partners.
  • Carry out discovery, analysis, and review of the existing housing service, identifying areas for improvement and developing recommendations for change.
  • Develop a robust housing governance structure, ensuring compliance with regulatory standards and alignment with the Council's strategic objectives.
  • Lead on cultural and operational change initiatives, driving transformation and improvement across the housing service.
  • Deliver a housing transformation programme that meets the needs of tenants and residents, aligning with regulatory standards and focusing on quality and excellence.
  • Re-evaluate operational processes, repairs, maintenance, and the full lifecycle of housing services, identifying opportunities for improvement and cost savings.
  • Lead the transformation of housing services in alignment with the Council's strategic objectives, ensuring a customer-focused approach and high-quality service delivery.
  • Establish and oversee a Programme Management Office (PMO) to support and develop the programme, ensuring effective governance, risk management, and quality assurance.
  • Collaborate with internal stakeholders across various functions within the Local Authority, building strong relationships and ensuring effective communication and coordination.

About You

We are looking for a highly skilled and experienced Senior Manager with a strong track record of delivering complex transformation programmes and leading cultural and operational change.

  • Chartered Institute of Housing (CIH) qualifications or equivalent experience.
  • Proven experience within Local Government, with a strong understanding of housing policy and regulatory frameworks.
  • Experience in housing transformation programmes, with a track record of delivering successful outcomes.
  • In-depth understanding of the housing regulatory environment, with knowledge of relevant legislation and policy.
  • Experience conducting in-depth reviews of housing services, identifying areas for improvement and developing recommendations for change.
  • Skilled in leading cultural and operational change, with a strong ability to engage and motivate staff.
  • Demonstrated ability to design and implement governance structures, ensuring compliance with regulatory standards and alignment with organisational objectives.
  • PMO and programme expertise, with experience of establishing and leading a PMO to support and develop a transformation programme.
  • Extensive experience in housing transformation, with a strong understanding of the challenges and opportunities facing the housing sector.
  • Able to start quickly, with a strong ability to work independently and as part of a team.
