Job Title: Transport Officer

Essex County Council is seeking a skilled Transport Officer to join our Integrated Passenger Transport Unit (ITPU). As a key member of our team, you will play a vital role in delivering high-quality transport services to the people of Essex.

Key Responsibilities:
  • Use your knowledge and experience to deliver transport services to passengers across the county, supporting ITPU leaders to shape the network of transport services.
  • Process requests and information in accordance with guidelines, ensuring deadlines, targets, and performance indicators are met.
  • Work collaboratively with colleagues across ITPU to manage financial processes and records, providing advice to managers on service performance and opportunities for efficiencies.
  • Oversee operational delivery of passenger transport contracts and suppliers, monitoring performance and highlighting issues to relevant managers.
  • Be part of a customer-focused team to ensure complex situations are dealt with in a timely manner, working with partners and stakeholders to resolve operational issues.
  • Contribute to activity that ensures service levels and costs are applied to ECC's service provision, maximizing the benefit to local residents and managing financial risks.
  • Oversee bus registrations and contribute to impact assessments, determining service levels following changes to the network.
  • Support implementation of integration projects, ensuring outcomes are met, and provide recommendations and feedback to managers on collaborative opportunities.
Requirements:
  • Educated to degree level or equivalent by experience.
  • Knowledge of procurement and contract management processes and ensuring compliance.
  • Excellent negotiation and influencing skills, with the ability to persuade stakeholders.
  • Evidence of successfully delivering outcomes in a complex, customer-facing environment.
  • Evidence of continuing professional development.
  • Experience of delivering public services in a complex, multi-stakeholder environment.
  • Evidence of working collaboratively across an organization and reconciling diverse and competing interests successfully.
