Job Title: Senior Planning Officer

Venesky-Brown is seeking a highly skilled Senior Planning Officer to join our team on a 3-month contract. The successful candidate will work on a range of planning matters, including Minerals and Waste policy, development management, and Nationally Significant Infrastructure Projects.

Key Responsibilities:
  1. Provide expert advice to the public, councillors, and colleagues on planning matters, including policy formulation and implementation.
  2. Assist with the organisation's inputs at various stages of NSIP delivery, including technical and professional input.
  3. Work with planning staff to programme NSIPs and provide technical input.
  4. Provide planning advice and support for corporate development projects and initiatives.
  5. Monitor and review the Minerals and Waste Local Plan.
  6. Formulate responses to Local and Neighbourhood Plans and major planning applications.
  7. Assist with the alignment of delivery of infrastructure through Local Plans, the Community Infrastructure Levy, and section 106.
  8. Provide strategic planning input to the preparation of Local Plans and other associated documents.
  9. Attend local plan examinations and planning inquiries.
  10. Manage a caseload of planning applications and prepare reports for Development and Regulatory Committee.
  11. Mentor team members in professional development.
Requirements:
  1. Degree in a development-related discipline (e.g. planning, transport, housing).
  2. Confident and persuasive communicator in person and in writing.
  3. Advanced knowledge of planning law and policy, including Community Infrastructure Levy and planning obligations.
  4. Intermediate knowledge of computer spreadsheets, databases, and other software.
  5. Experience of the planning process, including policy formulation and implementation.
  6. Understanding of transport planning and its interaction with planning processes.
  7. Direct experience of planning policy formulation and County Matters (Minerals and Waste Planning).
  8. Experience of setting out and negotiating development contributions with developers and the local planning authority.
  9. Experience of programming or setting a strategy for delivery over more than a year.
  10. Operation of Geographic Information Systems.
  11. Mentoring/training junior team members.
