Position Overview

This role presents a unique opportunity for a driven and skilled insights professional to become a vital member of the Stakeholder Engagement & Insights Team within the Remediation Policy Directorate, part of the Safer Greener Buildings Group at the Ministry of Housing, Communities and Local Government. We are a close-knit and supportive team, seeking an enthusiastic collaborator who can work effectively with colleagues across the department. The Stakeholder Engagement & Insights Team is dedicated to developing evidence-based engagement strategies that inform and respond to our external stakeholders in the built environment.

Our buildings serve as long-term assets, and our group is tasked with shaping, regulating, and maintaining our built environment. The government’s remediation initiative was launched to ensure that buildings are safe and that residents feel secure in them. This initiative has evolved over the years, initially focusing on addressing buildings with Grenfell-type ACM cladding and expanding to include high-rise and medium-rise structures with unsafe cladding as the scope of the challenge has increased. This is an exciting time to contribute to our mission. There is significant interest from a diverse array of stakeholders within the built environment. The Insights and Analysis Manager role is newly established within the team and will focus on gathering, commissioning, analyzing, and disseminating stakeholder insights across the Remediation Portfolio and Safer Greener Buildings Group. This will involve employing various market and research methodologies, including quantitative and qualitative research, web analytics, desk research, user research, focus group facilitation, and survey design and execution. You will manage your own projects, generate intelligence, and assist the team in gathering insights from external stakeholders, including residents. Collaboration with the Safer Greener Buildings Data and Analysis Team will be essential. You will regularly engage with policy, operational, communications, briefings, and stakeholder engagement teams to identify specific insight needs and challenges, leveraging your expertise to propose research solutions. Your projects will center on collecting insights from the built environment sector and its residents to inform policy development. This role is rich in opportunities and allows you to work within central government to shape and influence policy while engaging with a diverse range of internal and external stakeholders.

Key Responsibilities

  • Identify existing stakeholder insights gathered by the Remediation Policy Directorate, mapping these insights and recognizing needs and gaps in collaboration with senior leaders, while commissioning insights projects as necessary.
  • Commission and execute a variety of quantitative and qualitative research projects across multiple policy areas within the Remediation Policy Directorate and Safer Greener Buildings Group.
  • Provide guidance, best practices, and hands-on support to stakeholder engagement and policy counterparts throughout the portfolio and group on conducting Insights and Analysis work, utilizing surveys, consultations, roundtables, desk research, and focus group activities.
  • Establish yourself as the primary resource for existing insights, creating a comprehensive repository of insights for the Division, including relevant information from MHCLG, HMG, and external sources.
  • Proactively identify new insight topics that align with the objectives of the Remediation Policy Directorate, keeping the team informed of relevant industry priorities and social trends.
  • Collaborate closely with the Engagement Function’s Residents’ Team to ensure effective capture of resident insights and share key themes.
  • Regularly promote awareness of significant insights across the Directorate in a relevant and targeted manner.

Candidate Profile

  • Proven experience in managing research projects.
  • Strong understanding of various research techniques and methodologies, including evaluation, qualitative and quantitative methods, and surveys.
  • Experience in customer insight and audience targeting strategies.
  • Ability to utilize low-cost/no-cost approaches for research and evaluation while maintaining high quality.
  • Capable of identifying underlying insights from complex data and drawing evidence-based conclusions and recommendations.
  • Excellent written and verbal communication skills, including proficiency in presentations.
  • Skilled in conducting ad-hoc desk research.
  • Able to work under pressure, prioritize tasks, and manage multiple projects simultaneously while meeting deadlines and managing expectations.
