Role Purpose

Reporting directly to the Head of Best Value, the primary objective of this position is to assist in the development and execution of a Best Value (BV) strategy tailored for Police Scotland. This strategy is essential to align with public sector best-practice standards.

Key Responsibilities

  1. Manage the implementation and operation of the assurance framework, collaborating with business leaders and conducting evidence-based evaluations of all Best Value assessments.
  2. Foster a culture of continuous improvement within Police Scotland by consistently advocating for BV principles.
  3. Ensure optimal utilization of resources to deliver essential services to the communities of Scotland.
  4. Promote a culture of sustainable development and continuous enhancement across the organization.
  5. Design processes that guarantee effective scrutiny of Best Value through proportionate, risk-based internal assurance testing and critical evaluation of reported outcomes.
  6. Lead and communicate tailored recommendations for improvement, developing reporting frameworks to keep the Audit and Risk Board and the Corporate Management and People Board informed of findings and progress.
  7. Establish effective reporting mechanisms and presentation materials to update stakeholders and advance the Best Value agenda.
  8. Document and substantiate the effectiveness of Best Value decision-making and the reliability of structures and arrangements to deliver Best Value.
  9. Build collaborative relationships with external stakeholders, including Scottish Government, auditors, and inspectorates, to ensure preparedness and embed best practices.
  10. Utilize benchmarking, horizon scanning, and best practice techniques to measure organizational performance and learn from comparable entities in Scotland, the UK, and internationally, positioning Police Scotland as a Best Value exemplar.
