Position Overview

The Defence Nuclear Organisation (DNO), established in April 2016, is dedicated to delivering nuclear capabilities that deter threats and safeguard our nation.

The DNO is responsible for overseeing all Defence nuclear activities (excluding operational tasks) and plays a pivotal role in providing nuclear deterrence; sponsoring the Defence Nuclear Enterprise, which encompasses all organizations, programs, and personnel that support the UK's nuclear deterrent; and advising on UK nuclear policy, planning, and international collaboration on nuclear issues.

For over 60 years, the UK's independent nuclear deterrent has been a cornerstone in deterring the most severe threats to our national security and that of our NATO Allies. To maintain a credible and effective nuclear deterrent as long as necessary, we are developing four new nuclear-armed submarines, known as the Dreadnought Class, and modernizing our nuclear warheads. These renewal initiatives will employ cutting-edge technology and exemplify the capabilities of British industry.

The Nuclear Transport Operations (NTO) program is managed and executed by the Nuclear Transport Operations Group (NTOG), which collaborates with various Defence and Industry stakeholders. In this collaborative effort, the DNO team serves as the "NTOG HQ" and is accountable for planning and executing the program, coordinating inputs from other NTOG organizations, and engaging with broader NTO stakeholders, including civilian emergency authorities, military installations, and regulators.

Within the NTOG HQ, the Technical Assurance function is tasked with establishing and agreeing upon engineering standards for NTOG HQ-related activities, ensuring that safety, security, and performance requirements are consistently met and maintained.

This role can be based in multiple locations with regular travel between sites.

Job Responsibilities

This position is structured for a 37-hour workweek.

The NTOG operates under the guidance of six regulatory bodies. The successful candidate will be part of the Technical Assurance team within NTOG and will serve as the primary contact for all aspects related to NTOG Nuclear Security Management.

Key responsibilities include:

  • Delivering an NTOG security assurance program in collaboration with NTOG stakeholders to ensure operational delivery and planning, while working with DNO Security Assurance teams to meet local security plans, departmental policies, and regulatory expectations.
  • Developing and implementing compliant Transport Nuclear security policies and plans for the DNO Transport Operating capability, and assuring their effectiveness through internal assurance and audits.
  • Acting as the Intelligent Customer for all contractual outputs to fulfill Transport Nuclear Security Requirements.
  • Utilizing knowledge of policy and regulatory expectations to assess, evidence, and categorize changes associated with each proposal.
  • Ensuring thorough scrutiny and diligence is applied to scope, specifications, or programmatic changes in accordance with regulatory boundaries and compliance with Safety & Security Authorisation Conditions and Defence Security Regulations.
  • Managing Hold Point Control Documents and ensuring timely delivery of Hold Point criteria.
  • Coordinating the development of regulatory claims and supporting evidence, creating assurance compliance statements as necessary.

This position is listed on the MOD Civilian Nuclear Post Control List (PCL) and may be eligible for the Nuclear Recruitment and Retention Allowance (RRA), which is discretionary. Being on the PCL does not guarantee entitlement to the RRA, which is not a contractual allowance and may be modified or withdrawn without notice in accordance with MOD policy.

Hybrid and flexible working arrangements may be considered for this role, though regular workplace attendance is required due to security constraints. Candidates are encouraged to discuss options with the recruiting line manager prior to applying.

Qualifications

  • Certified Nuclear Security Practitioner (WINS)
  • World Nuclear Transport Institute (relevant Modules to Transport)
  • Defence Security Practitioner Course
  • Nuclear Weapons Foundation Course (NWFC)
  • Nuclear Convoy Familiarisation Training.

Skills

  • A minimum of 2 years’ experience in security management roles within a security-sensitive environment.

Desirable Skills

  • 2 years’ experience in the Defence Nuclear Programme with knowledge of regulations and procedures across all life cycle phases.
  • Extensive experience in security management roles within the nuclear sector.
  • Experience in generating and/or managing security plans.
