Role Overview

  • Oversee the execution of technical services for the Building Control Authority, ensuring compliance with building control legislation and regulations across the Borough, including collaboration with the Building Safety Regulator for the enforcement of higher-risk structures.
  • Direct the implementation of public safety measures, ensuring adherence to building regulations, as well as managing demolitions and temporary structures within the Borough.
  • Coordinate the Council's actions in response to hazardous structure incidents, managing personnel and resources while liaising with emergency services to secure unsafe buildings.
  • Participate as a key member of the Building Control Management Team, contributing to the overall governance and management of the Building Control Authority, and representing the department in corporate initiatives as necessary.
  • Act as a deputy for the Assistant Director of Building Control when required.

Key Responsibilities

  • Deliver expert technical guidance through the development of reports and briefings concerning building safety, regulations, hazardous structures, and land charges.
  • Engage in Council responses to governmental consultations and technical assessments related to building safety and regulatory matters.
  • Support the Building Safety Regulator in the oversight of higher-risk buildings and the enforcement of building regulations as per Section 13 of the Building Safety Act 2022.
  • Ensure the Council achieves full cost recovery in alignment with the Building Safety (Fees and Charges) Regulations.
  • Guarantee that 'restricted activities' are conducted only under the advice of a registered building inspector with the necessary class registration.
  • Ensure that the Council's building inspectors comply with the competency assessment, training, and development requirements set by the Building Safety Regulator.
  • Enforce building regulations within the Borough utilizing powers under the Building Safety Act 2022 and Building Act 1984 to safeguard public welfare.
  • Investigate violations under Section 57 of the Building Act 1984 and pursue prosecutions as needed.

Qualifications

  • Membership in MRICS, CABE, or a comparable professional body.

Experience

  • At least five years of post-qualification experience, ideally within a Building Control setting.
  • Management experience is preferred.

Knowledge and Skills

  • Exhibits a meticulous approach to detail, consistently verifying work for accuracy.
  • Demonstrates flexibility in addressing technical issues while ensuring compliance with legal standards.
  • Possesses an understanding of the commercial context in which the department operates and the impact of individual contributions.
  • Familiarity with quality management systems is advantageous.
  • Proficient in utilizing various software applications for documentation, data entry, and information retrieval.
