Procurement Officer Job Description

Positive Employment is currently recruiting for a Procurement Officer to join our client, a local government organisation based in Gloucestershire.

The successful candidate will work as part of the organisation's Strategic Procurement Service, supporting or leading tender activity, and providing specialist support or analytical services to the team or its customers.

Key to success will be developing critical relationships at all levels, particularly with commissioners, outcome managers, project managers, and other support services.

This is an initial 3-month contract with the possibility of extension. The role will be hybrid working, with 2 days per week in the office required.

Key Responsibilities:
  • Provide commissioners or other clients with informed advice to meet or exceed customer outcomes and value for money requirements.
  • Utilise specialist knowledge or expertise to achieve superior outcomes.
  • Conduct market and supplier research to inform commissioning and commercial thinking.
  • Undertake or lead discreet procurement projects and attend project/review board meetings as required.
  • Assess Social Value and work to maximise it through your work.
  • Ensure effective communication and engagement with stakeholders and partners (including external suppliers).
  • Assess and manage the risk associated with each activity.
  • Stay up-to-date with relevant policy and legislative changes.
  • Ensure compliance with all legal requirements and policies.
  • Develop a procurement strategy that describes procurement findings and recommended approach.
Personal Requirements:
  • An individual with good all-round public sector experience, preferably within Adults but not mandatory.
  • Experience in a procurement or commissioning environment.
  • Knowledge of procurement regulations and at least a working understanding of contract law, risk management, and contract management.
  • Ability to communicate with stakeholders and partners.

Working Hours: 09:00am - 17:00pm, Monday - Friday

Pay: £286.93 per day

Please note this role is within the scope of IR35.
