This role is pivotal in shaping ECC's strategic, policy, and planning framework to facilitate the definition and achievement of desired outcomes. A balance between strategic insight and operational awareness is essential for effective collaboration with local and central government, as well as the private and voluntary sectors. This will ensure that policies are established, reviewed, and upheld, enabling the workforce to deliver optimal outcomes for adults across Essex.

The Lead Strategic Advisor will ensure that ECC aligns with the activities of key partners, creating a cohesive planning framework that drives progress towards favorable outcomes. This role involves contributing to thought leadership and advocating for innovation to help the Council realize its objectives, ensuring the delivery of effective and targeted intervention services. Senior Advisors must exhibit flexibility and agility in navigating the forefront of national policy development.

Key Responsibilities Include:

  • Providing strategic and policy guidance to key stakeholders, including the Cabinet Member, Executive Director for Adult Social Care, and the Adults Leadership Team, to facilitate informed decision-making.
  • Collaborating with external partners and stakeholders, including integrated care systems and local alliances, to maximize policy opportunities through innovative strategy development and execution.
  • Leading and supporting the formulation of corporate planning initiatives within Adult Social Care to establish robust strategies.
  • Identifying and interpreting the implications of local and national directives as they pertain to adult social care commissioning and service delivery.
  • Driving the creation of clear, safe, and effective policies, procedures, and processes that connect practice across Essex, ensuring accessibility and understanding among operational and support services.
  • Engaging with contemporary insights from business, academia, and think tanks to leverage such knowledge across ECC.
  • Maintaining strong connections with operational practices, involving practitioners in consultations and decision-making processes regarding the impact of policy changes, ensuring the customer remains central to all considerations.
  • Leading the communication and implementation of significant changes in national legislation, guidance, regulations, or inspection frameworks, while collaborating with other local authorities to share best practices and innovations.
  • Providing high-quality health and social care policy and strategy advice to ensure key stakeholders are supported, backed by comprehensive evidence for diverse audiences.
  • Ensuring strategies are developed based on lived experiences and that co-production is integral to the process.
  • Promoting Equality, Inclusion, and Diversity in all decision-making processes.
  • Offering professional oversight to a small team of strategy and policy advisors.

Qualifications and Skills Required:

  • A degree or equivalent experience, along with evidence of ongoing professional and managerial development, including a management or postgraduate qualification.
  • Proven experience in delivering outcomes within a social care context, particularly in challenging social and familial situations.
  • Exceptional communication skills and a comprehensive understanding of community needs, supported by effective relationship-building abilities.
  • Capability to forge strong partnerships with agencies and the local community to achieve shared objectives and provide a supportive framework for vulnerable populations.
  • Experience working at a senior level within a political environment, with skills in understanding and addressing diverse perspectives.
  • Strong IT proficiency and the ability to quickly analyze and resolve issues using sound judgment.
  • Ability to think critically, utilizing evidence to identify options, trends, and problems, and distilling complex information into actionable insights.
  • Experience in a senior role within a political context, with skills in understanding and responding to various perspectives.
