At Lancashire County Council, we are seeking a proactive and innovative professional to oversee our Parking Services. The ideal candidate will manage our CCTV and Moving Traffic Enforcement operations while leading a small team. You will collaborate closely with the Civil Enforcement Team Leader and Civil Enforcement Manager to provide exceptional service to both visitors and residents.

This role involves conducting site assessments across our highway network to evaluate potential camera installation locations. Proficiency in various back-office systems will be essential.

This is a full-time role (37 hours per week), requiring flexibility and the ability to work in various locations as needed. The position is not limited to office work; the successful candidate may need to attend site meetings and adapt to changing circumstances. As the Parking and Traffic enforcement function operates seven days a week, you will ensure that staff receive adequate support throughout the week, maintaining effective team leadership coverage. This role is classified as essential car user, necessitating access to a vehicle insured for business purposes. You may also be required to operate a Lancashire County Council vehicle, thus a full driving license is mandatory.

Role Responsibilities:

Your contributions will be vital in managing Lancashire's highway network, specifically overseeing bus lanes and moving traffic ANPR cameras. This role presents both challenges and rewards, requiring strong communication skills to engage with key stakeholders effectively. You will utilize your organizational skills to supervise a small team of Technical Support Officers (TSOs) and work alongside the team manager to ensure seamless daily operations that meet service requirements and KPIs. Key objectives include:

  • Enhancing the operational efficiency of the CCTV and moving traffic enforcement service to ensure adherence to parking and traffic regulations.
  • Monitoring current camera locations and identifying new sites based on operational needs.
  • Addressing all camera enforcement requests from various stakeholders.
  • Assisting TSOs in addressing non-compliance issues.
  • Collaborating with third-party suppliers for new camera installations.
  • Ensuring high standards of service for our customers and stakeholders.

You will supervise and support a team of TSOs while managing daily operational tasks.

Key Accountabilities:

Your responsibilities will include monitoring absence and sickness levels, taking appropriate actions, and providing recommendations to senior management. You will work with the team manager to ensure all staff are informed about current operational practices and statutory requirements. Additionally, you will facilitate responses to customer complaints, inquiries, and freedom of information requests, communicating effectively with customers, elected officials, managers, and external stakeholders.

Other key accountabilities include:

  • Maintaining resource levels, including stationery, hardware, and software.
  • Implementing and sustaining a comprehensive CCTV enforcement strategy for the network.
  • Managing all aspects of the back-office system for operational requirements, including monitoring service KPIs.
  • Administering the implementation of new camera locations based on specific requests.
  • Monitoring the effectiveness of camera sites, conducting audits, and assessing performance.
  • Ensuring third-party systems operate at maximum effectiveness in line with service level agreements.
  • Undertaking additional duties as directed by your line manager.

Skills and Experience:

The successful candidate will possess:

  • Experience in team supervision, including mentoring and training.
  • Experience in customer-focused service environments.
  • Proficiency in ICT, both office and field-based.
  • Experience in parking and traffic enforcement, including civil enforcement tasks.
  • Ability to work under strict deadlines within defined processes.
  • High attention to detail.
  • Excellent literacy, numeracy, and verbal communication skills.
  • Capability to organize team workloads and collaborate with third-party suppliers.
  • Ability to convey technical and non-technical information clearly.
  • Strong relationship-building skills with a diverse range of stakeholders.
  • Knowledge of relevant parking and traffic legislation.
  • Experience in a politically sensitive environment.
