Role Overview: The Sufficiency Service is responsible for procuring capacity within the external market to ensure that Children's Services fulfill various statutory sufficiency obligations. This encompasses the commissioning of placements for children in care as well as those with Special Educational Needs and Disabilities. Our dynamic team must adapt to a constantly evolving operational landscape.
Key Responsibilities:
- Identify innovative solutions to enhance efficiencies.
- Engage with market providers to foster strong relationships.
- Analyze data to inform commissioning strategies and actions.
- Lead the complete commissioning cycle, focusing on complex, high-value tenders and contracts of strategic significance.
Collaboration: In partnership with a Senior Category Manager, you will play a pivotal role in crafting and executing commissioning and category strategies. Your market insights will be essential in building robust and sustainable supplier relationships, enabling us to secure market share and optimal value for our placements.
Contract Management: You will oversee contract monitoring and evaluation to ensure our providers meet expectations. Any quality or capacity issues will be addressed promptly to guarantee that our services yield positive outcomes for the children and young people utilizing them.
Project Leadership: Working within a matrix structure alongside the Senior Category Manager, you will spearhead projects and critical initiatives within your category, collaborating across the service on shared objectives. Regular reporting for your category and the broader category management function will also be part of your responsibilities.
Personal Attributes: You should be exceptionally organized, solution-oriented, and committed to continuous improvement. A meticulous attention to detail, strong analytical capabilities, and the ability to work independently are crucial for resolving issues effectively.
Technical Skills: Proficiency in IT is essential, including the ability to manage, manipulate, analyze, and present data to illustrate findings and trends that support strategic decision-making.
Commercial Acumen: A commercially aware mindset is necessary, with an understanding of the importance of delivering cost-effective, efficient services that meet the needs of children and families while ensuring value for money.
