Job Description:

Role Overview:

The Design Service Manager will be responsible for overseeing and leading the in-house design team across a varied portfolio of projects. This includes effective and efficient design and delivery of schemes across a wide range of transport projects.

Key Responsibilities:

  • Collaborate with teams across the organisation to design infrastructure projects, providing technical input and expertise throughout the pre-construction phase.
  • Lead a team of designers at different career stages and be responsible for their development and projects.
  • Design customer-focused solutions, set delivery outcomes for projects, and define service outcomes working across teams with a range of needs.
  • Support the Group Manager and other managers within the Project Delivery Directorate in delivering the Council's objectives, through joined-up service planning, community engagement, and the flexible use of resources.
  • Operate with autonomy, empowered to use their own judgement to make informed decisions around resource, budget, programme, and design management.

Requirements:

  • Level 6 degree in Civil Engineering.
  • IEng accreditation.
  • At least 10 years of experience working in Highways & Transport in a design-focused role across varied highway infrastructure projects in maintenance, traffic calming, and active travel.
  • Significant demonstrable design management experience in a large public/private sector organisation.
  • Ability to drive and have access to a vehicle for site visits, as well as managing contractors delivering on behalf of others.
  • Considerable experience managing and developing others in design roles (5+ years).
  • Considerable experience using project management software, either ASTA or MS Project, and computer literate across Microsoft software packages, plus expert user in AutoCAD and Civils 3D.
  • Considerable experience managing design consultants, packages of work, contractors, NEC contracts, and costs to fit within set budgets.
