About the Role

The Scottish Government is seeking a highly skilled and experienced individual to take on the role of Chair of the Equality and Human Rights Budget Advisory Group (EHRBAG). As Chair, you will provide leadership and direction to the group, working closely with members to advise the Scottish Government on budgetary decisions that advance human rights and address inequalities.

Key Responsibilities
  • Provide leadership to the EHRBAG group, chairing and leading meetings, and providing clear direction.
  • Work collaboratively with EHRBAG members to provide advice to the Scottish Government on:
    • Supporting a process of equality analysis to ensure the equality and human rights implications of budgetary decisions are understood.
    • Contributing to mapping the pathway between evidence, policy, and outcomes with public spending.
    • Identifying linkages between the Scottish Budget, the Programme for Government, the National Performance Framework, and policy making in general.
    • Contributing to improved awareness of and commitment to mainstreaming equality and human rights analysis into policy and budget processes.
  • Develop and maintain close relationships with members of Government and stakeholders.
  • Develop and agree a workplan and agendas for EHRBAG meetings, with support from the Group's Secretariat team.
  • Represent and speak on behalf of EHRBAG at external meetings with stakeholders and Ministers, as well as at Scottish Parliament Committee hearings.
  • Lead EHRBAG in its role to deliver the Action Plan for EHRBAG's recommendations, in partnership with the Scottish Government.
Requirements
  • A fiscal background, with applied, conceptual, and procedural financial knowledge, and an understanding of Scottish financial frameworks.
  • An interest in public sector policy, either in Scotland or internationally.
  • An interest in politics, either in Scotland or internationally.
  • An interest/understanding of equalities and human rights.
  • Excellent leadership skills.
  • Excellent communication and presentation skills.
What We Offer
  • A competitive daily rate of £249.00.
  • A time commitment of approximately two days per month.
  • A hybrid working arrangement, with most meetings held virtually and occasional in-person meetings in Edinburgh or Glasgow.
