Type: Full-time, Temporary
Salary: Approximately £250 per day (Umbrella PAYE)

Role Overview:

We are looking for a committed and skilled Procurement and Governance Specialist to support our Finance department on a temporary full-time basis. The ideal candidate will be instrumental in managing significant procurement initiatives, ensuring optimal value, and upholding superior standards of contract oversight.

Key Responsibilities:
  • Organize and oversee procurement activities utilizing the Council's procurement platform.
  • Ensure all procurement processes adhere to legal and regulatory standards, including OJEU guidelines.
  • Assist in evaluating tenders, including organizing and facilitating moderation sessions, and developing tools for effective tender assessment.
  • Provide training to managers on tender evaluations and create self-service resources to promote best practices.
  • Draft critical procurement documentation such as business cases, procurement strategies, and contract award summaries.
  • Establish a comprehensive monitoring system to guarantee precise recording of contract and financial data.
  • Support contract managers in assessing performance and coordinate with the Systems and Data service.
  • Encourage awareness of the Council's Social Value policies and aid contractors in incorporating these commitments.
  • Conduct mini competitions on new frameworks and suggest practical procurement strategies for intricate service needs.
  • Build strong relationships with service managers to deliver trusted procurement, contractual, and commercial guidance.
Candidate Profile:
  • Extensive knowledge of best practices in commissioning, procurement, and contract management, especially within the public sector.
  • Qualified or pursuing MCIPS accreditation.
  • Exceptional problem-solving abilities, critical thinking, and creativity in implementing solutions.
  • Strong interpersonal skills with the capacity to coordinate and collaborate effectively.
  • High level of emotional intelligence, judgment, and decision-making capabilities.
  • Skilled in negotiation and dedicated to delivering outstanding service.
  • Flexibility and cognitive adaptability in a dynamic work environment.
