Job Overview
The Elections Directorate is tasked with navigating a complex and evolving policy environment, consistently under public scrutiny, focusing on electoral legislation and practices. This encompasses the administration of elections, eligibility for participation, and the regulation of electoral processes and campaigning. The Directorate is committed to implementing changes that fulfill Government Manifesto Commitments and other Ministerial objectives, such as extending voting rights to 16- and 17-year-olds, enhancing voter registration processes, updating voter identification requirements at polling stations, and overseeing political financing reforms. This initiative is expected to be part of the Government's Major Projects Portfolio, which includes the most significant, innovative, and high-risk projects managed by the Government.
The Project Manager's role is to spearhead and synchronize the execution of diverse project work packages for the Elections Directorate on a daily basis. Initially, the incumbent will focus on digital project implementation, but as projects evolve in alignment with the Directorate's overarching priorities, adaptability and comfort with shifting work packages will be essential. The Project Manager must excel in cross-team collaboration, ensuring measurable progress within stringent project timelines and effectively addressing any obstacles that arise.
Key Responsibilities
- Lead and manage the project to achieve the defined outcomes within the established time, budget, and quality parameters.
- Provide daily leadership for the project and any associated project teams.
- Utilize appropriate project management methodologies, both waterfall and agile, to navigate the hybrid governance and delivery frameworks of the Directorate, facilitating smooth transitions between project phases.
- Identify and allocate necessary resources for project delivery, while also fostering and developing these resources as needed.
- Collaborate with partners across the Directorate and beyond to ensure that projects yield the anticipated benefits.
- Cultivate and manage stakeholder relationships, recognizing the need for senior-level support, and oversee both internal and external relationships as necessary.
- Monitor project risks and issues, develop mitigation strategies, and escalate concerns as appropriate. Coordinate with related projects to manage interdependencies effectively.
- Support robust governance and decision-making processes. Provide regular reporting and engage in accountability mechanisms for project delivery.
- Participate in assurance reviews and act on recommendations. Organize assurance processes, such as gateway reviews, in consultation with the sponsoring body.
- Ensure effective Change and Configuration Management processes are established to document and agree on changes to deliverables with stakeholders.
- Offer support, guidance, and mentorship to direct reports and colleagues, demonstrating a commitment to personal development and promoting high performance within the team.
- Communicate the vision and translate it into actionable delivery objectives for the team. Develop and maintain the Project Plan, managing performance and reporting progress to sponsors through the governance structure.
Candidate Profile
- Demonstrated ability to provide effective leadership and establish a clear vision and standards for multi-disciplinary teams.
- Proven experience in managing significant projects from inception to completion, with a focus on impact and complexity.
- Ability to clearly communicate project objectives and delineate individual responsibilities and expectations.
- Experience in validating project plans and dependencies effectively.
- Proven track record of collaborative work with multiple stakeholders and setting strategic direction.
- Extensive knowledge of managing both agile and waterfall project lifecycles to ensure optimal service delivery and value.
- Capacity to operate under broad direction in challenging environments.
Compensation and Benefits
In addition to a competitive salary of £51,934, the Ministry of Housing, Communities and Local Government contributes £14,022 towards membership in the Civil Service Defined Benefit Pension scheme.
