Fareham, Hampshire, United Kingdom Office for National Statistics Full time

Job Overview

The Office for National Statistics (ONS) stands as the foremost producer of official statistics in the UK, encompassing a broad spectrum of vital economic, social, and demographic subjects. This includes assessing fluctuations in the UK economy's value, estimating the population's size, geographic distribution, and characteristics, as well as providing key indicators for price inflation, employment, earnings, crime, and migration.

The Payroll and Pensions division plays a crucial role within the Finance, Planning, and Performance Directorate at ONS, with a strong emphasis on employee experience. Our team delivers a payroll service that adheres to legislative standards, offering effective advice and guidance throughout the organization while fostering robust relationships with essential external stakeholders such as HM Treasury, Cabinet Office, HM Revenue & Customs (HMRC), and the Civil Service Pension scheme (MyCSP).

Role Description

The Pay Unit consists of a dedicated team of 9, operating from multiple locations. You will report directly to the Assistant Payroll Manager. Our primary mission is to ensure the precise and timely disbursement of wages and salaries to all ONS personnel, whether based on-site or working in the field. We manage a substantial monthly payroll, adhering to strict deadlines and handling a high volume of transactions, data entry, and verification. Additionally, we are tasked with calculating and executing statutory and voluntary deductions from employee compensation, ensuring prompt payments to relevant agencies, including HMRC for Tax and National Insurance, pension contributions, charitable donations, and fees for private healthcare services.

We currently collaborate with Consultants to Government and Industry (CGI) for the provision of payroll software and services on a semi-managed basis. This arrangement allows the Pay Unit direct access to input and modify employee pay records, including new hires, permanent changes (such as personal information), temporary adjustments (like overtime and Performance Related Pay), and terminations.

You will receive payroll-related information and instructions from various sources, verify their validity and authorization, and subsequently calculate and input this data into the payroll system. Addressing pay-related inquiries is another vital aspect of this role, whether they originate from internal staff, managers, the Human Resources (HR) Advisory Hub, or external agencies such as HMRC and the Department for Work & Pensions (DWP).

While not mandatory, a proven history in a payroll position, particularly with computerized payroll systems, would be advantageous.

Key Responsibilities:

  • Accurately calculating and entering data into the Payroll system promptly to support the authority's operations.
  • Generating high-quality and precise outputs within established timelines.
  • Utilizing Oracle Fusion for data entry and analysis tasks.
  • Reviewing information from external sources for quality assurance; identifying and rectifying data discrepancies.
  • Responding to inquiries and resolving issues through discussions with Human Resources teams, business areas, or employees.
  • Providing support, training, and guidance to other team members.
  • Executing additional tasks as directed by management.

Candidate Profile

To be successful in this role, you will need to demonstrate the following Essential Criteria:

  • Exceptional accuracy and attention to detail.
  • Highly organized with the capability to meet tight deadlines and prioritize tasks effectively.
  • Proficient in MS Excel, including basic formula usage.
  • Ability to work independently with minimal supervision.
  • Demonstrated experience working as part of a cohesive team.
  • Capacity to handle employee inquiries with confidentiality and sensitivity.

Behaviors

During the selection process, we will evaluate you against the following behaviors:

  • Making Effective Decisions
  • Delivering at Pace
  • Collaborating Effectively

Benefits

In addition to a competitive salary, the Office for National Statistics contributes significantly towards your membership in the Civil Service Defined Benefit Pension scheme. As part of the Civil Service, we offer a range of key benefits shared with other departments, alongside unique offerings designed to support our valued colleagues.

Inclusion & Accessibility

At ONS, we strive to attract the best talent from a diverse pool and are proud to be an inclusive, equal opportunities employer. As a member of the Business Disability Forum and a Disability Confident Leader, we are committed to ensuring fair treatment for all candidates throughout the recruitment process.

If you require any reasonable adjustments during the application process, please reach out to our recruitment team for assistance.
