Job Overview

This is a temporary position with a Local Authority.

Position Summary:

· The Council is conducting a comprehensive evaluation of its housing services to explore opportunities for cost savings and operational efficiencies through structural and organizational modifications, including the possibility of reintegrating services.

· The Transformation Lead will manage the ongoing efforts in this area, collaborating with internal project management teams and specialized external consultants.

Key Responsibilities:

· Oversee daily operations of teams focused on:

· Housing Regeneration, Enabling, and Development (steering the council's housing development and regeneration initiatives).

· The Refugee Resettlement Team.

· Housing Strategy and Commissioning, including managing relationships with:

· the council's housing ALMO Sutton Housing Partnership (SHP);

· Encompass LATC - responsible for the council's homelessness services; and

· Sutton Living Ltd, the Council's property development entity.

Essential Experience Required:

· A minimum of 5 years of proven experience in housing management, ideally within a local government context.

· Demonstrated experience in leading transformational initiatives or programs, encompassing project planning, execution, and assessment.

· Proven track record in stakeholder engagement and collaborative efforts with housing associations, developers, community organizations, and governmental bodies.

· Familiarity with housing policies, regulations, and best practices in the UK, including knowledge of relevant legislation such as the Housing Act and planning regulations.

Essential Qualifications Required:

· A bachelor's degree or equivalent in a relevant discipline such as Housing Studies, Urban Planning, Public Administration, or Business Management.

· Additional qualifications or certifications in project management, change management, or housing policy are advantageous.

Additional Information:

· Working hours: 36 hours per week. The role may accommodate part-time arrangements for suitable candidates, requiring a minimum of three days per week.

· This position is hybrid, primarily based at the Council's civic offices. However, flexible working arrangements are available, with in-person attendance typically required at least two days a week. Occasional evening meetings may be necessary.
