Job Overview

The aim of this position is to assist in the oversight of the Property Infrastructure commercial land and property portfolio, ensuring the optimization of value and performance of the built property assets while fulfilling broader property program goals.

The individual in this role will take a leading position in managing, advising, and offering support on various property infrastructure-related initiatives concerning the management, acquisition/disposal, and development of the land and property portfolio. This encompasses actions taken directly and in collaboration with other public and private sector partners, ensuring that the value and performance of the Welsh Government’s property assets and their users are safeguarded while achieving wider policy objectives in a secure and legally compliant manner.

Property Management Surveyor roles will primarily concentrate on the management and leasing of the Property Infrastructure commercial land and property portfolio.

Job Responsibilities

The responsibilities of this role include:

  • Leading negotiations, implementation, and management of various property management projects, including acquisitions and disposals, while adhering to departmental objectives, governance frameworks, and Landlord and Tenant legislation.
  • Directly supervising Assistant Surveyors, managing their caseloads, and providing professional guidance and mentorship to team members. Conducting performance evaluations and appraisals as necessary.
  • Representing the department in internal and external committees, working groups, and partnerships, standing in for the Senior Property Manager when needed, and offering specialized property insights to multidisciplinary project teams.
  • Preparing precise and well-articulated project reports for review and approval by the Property Leadership Team.
  • Providing professional assistance to the Senior Property Manager on casework appropriate to the position.
  • Assessing and monitoring property performance, delivering regular updates to line managers and stakeholders to identify and address any actual or anticipated discrepancies in budget or financial targets.
  • Negotiating and proactively resolving legal, financial, and subsidy control challenges affecting projects.
  • Promoting and facilitating collaboration in land and property activities across Government and the broader public sector estate.
  • Engaging and managing technical and other property consultants as required.
  • Contributing to the development of budgets for capital and operational expenditures and overseeing project finances.
  • Preparing and responding to Government Business and FOI requests promptly and in accordance with relevant policies.
  • Performing additional duties and responsibilities commensurate with the role and salary band.
  • Actively supporting the Facilities Management Contract Manager to ensure exceptional service delivery is consistently achieved, utilizing KPIs and adhering to contract specifications, while ensuring compliance with Health and Safety regulations.
  • Delivering a comprehensive property management service for a diverse commercial property portfolio, ensuring adherence to Landlord and Tenant legislation.
  • Maximizing all funding sources, particularly in service charge calculations and utility recovery, implementing timely recharges.

Licenses

Possession of a full and valid UK driving license is required.
