About the Role

The Sustainability division operates within the Economic Growth & Sustainability team, which undertakes a variety of initiatives aimed at fostering sustainable economic development and addressing climate change impacts in the region. This encompasses activities such as attracting investments, providing business assistance, managing external funding, enhancing digital and electric vehicle infrastructure, promoting green travel, and overseeing Section 106 funding on behalf of the Council.

Securing external funding is a vital component of the team's responsibilities. This includes identifying potential funding opportunities, crafting business cases, and submitting proposals to obtain financial support for economic development and revitalization efforts. The team ensures that resources are effectively allocated to achieve positive outcomes, balancing competitive bidding with securing funds that have been tentatively assigned to the region.

The Council has successfully secured over £6 million through the UK Shared Prosperity Fund (UKSPF) and the Rural England Prosperity Fund, with the team playing a key role in submitting Investment Plans to access these funds. Demonstrating stakeholder engagement has been crucial in prioritizing interventions for support, alongside garnering political backing from local MPs. The funding facilitates a range of initiatives focused on three main areas: business, community, and skills development, with a particular emphasis on assisting local businesses in their decarbonization efforts. This includes organizing workshops, providing assessments, offering one-on-one support for plan development, and granting funds for investments in energy efficiency and carbon reduction measures.

The Council was also provisionally awarded up to £5 million through the Levelling Up for Culture Priority Places programme, necessitating the submission of an Investment Plan. This funding is designated for capital investments, and the team is currently awaiting further information from the Government.

Business support initiatives involve conducting site visits and meetings to identify challenges faced by local enterprises. The team employs a triage system to direct businesses to specialized assistance, aided by the re-establishment of the North Northants Business Forum, which unites key public sector organizations, business networks, and local business representatives.

With the region designated for housing expansion, attracting new businesses is essential to support the growing population and minimize out-commuting. Recent inquiries handled by the team include significant projects from various companies, indicating a robust interest in the area.

The team collaborates with the Department for Work & Pensions/Job Centre Plus and local educational institutions to organize Jobs and Careers Fairs, which have proven to be highly successful, drawing numerous local employers and participants. These events aim to assist individuals in finding employment, starting businesses, volunteering, enhancing skills, or transitioning careers.

The team also oversees a Digital Infrastructure program, which aims to improve digital connectivity across the region through partnerships with neighboring councils. This initiative has significantly increased full-fibre coverage in North Northants.

Additionally, the team plays a critical role in managing Section 106 planning obligations to ensure the necessary infrastructure is in place to meet growth demands. A comprehensive review of the Council's planning obligations policies is forthcoming, incorporating climate change considerations.

A key aspect of this role involves leading the Council's strategic initiatives on climate change, including the development of the Carbon Management Plan (CMP) and a Climate Change Strategy. The Council has declared a Climate Emergency, committing to achieving carbon neutrality by 2030. Activities include hosting an annual Climate Change Conference, managing a £1 million Climate Change Investment Fund, and conducting Climate Change Impact Assessments to ensure all Council decisions consider climate implications.

Key Responsibilities

1. Advocate for sustainability across North Northants by contributing to the development and execution of the Climate Change Strategy and Carbon Management Plan.
2. Utilize expertise in sustainability to collaborate with various services in creating innovative projects aimed at reducing the Council's carbon footprint.
3. Monitor and report on the progress of the Carbon Management Plan and related initiatives.
4. Design and implement projects that facilitate carbon reduction.
5. Evaluate business cases and provide guidance on applications to the Climate Change Investment Fund.
6. Engage with internal and external stakeholders to foster collaboration on sustainability and carbon reduction efforts, including leading the Council's Zero Carbon Working Group.
7. Proactively seek external funding opportunities to support climate-related projects and manage associated applications.
8. Analyze new legislation and policy developments to produce informative reports and policy documents that guide the Council's sustainability efforts.

About You

Candidates should possess a Level 4 qualification (Degree or equivalent) in sustainability, environmental management, or a related field, or have equivalent experience in a relevant discipline. Proven experience in a sustainability role or a related area, with a focus on climate change strategies, is essential.

The ideal candidate will demonstrate the ability to build effective relationships with a diverse range of partners and stakeholders to achieve collaborative outcomes. Strong skills in collecting, organizing, and presenting complex information clearly and effectively are crucial, along with proficiency in communication and report writing.
