Job Purpose

The University of Glasgow is seeking a highly skilled and experienced Category Manager to join its Central Procurement team. As a key member of the team, you will play a crucial role in delivering the University's World Changing Glasgow strategy by taking responsibility for delivering our Procurement Strategy.

The University procures circa £400m worth of goods and services from external providers each year. As a Category Manager, you will be responsible for managing the Information Technology (IT) portfolio of goods, services, and one-off purchases, and implementing the University Procurement Policy, Strategy, and Finance Policy in line with the strategic and operational plan prepared by the Director and Deputy Director of Procurement.

Main Duties and Responsibilities

  1. Manage the IT portfolio of goods, services, and one-off purchases, ensuring compliance with legislation, EU regulations, Public Contracts [Scotland] Regulations 2015, Procurement Reform Act 2014, and Procurement [Scotland] Regulations 2016.
  2. Collaborate with Procurement Centres of Expertise for Higher Education [APUC Advanced Procurement for Universities and Colleges] and Central Government [Scottish Procurement] as required, and participate in the User Intelligence Group to set strategy and parameters for the HE and FE sector.
  3. Provide data through APUC for central government on Best Practice Indicators, Value Measurement, and Procurement and Commercial Improvement Programme (PCIP), and integrate HE national and regional agreements for use by university buyers.
  4. Support key budget holders in the area of responsibility to ensure contractual agreements are in place to support all spend, and proactively identify new procurement opportunities within the University through financial analysis and interpreting and assessing client needs.
  5. Create category strategy reports for the area of responsibility, and engage with all University key stakeholders to coordinate and manage all Tenders aligned with the Procurement Policy.
  6. Provide professional, qualified procurement expertise, advice, and services for all spend with external suppliers within the area of responsibility, in compliance with Public Contract [Scotland] 2015 Regulations, the Procurement Reform Act 2014, the Procurement [Scotland] Regulation 2016, and any other EU Directives.
  7. Issue all Tenders through the Scottish Government Public Contracts Scotland or Public Contracts Scotland - Tender, wherever appropriate, and provide professional procurement guidance and advice throughout the tendering activity and drive the Tendering process to completion in a timely manner.
  8. Create and prepare all Contractual documentations for signature, with effective implementation of new agreements across the University, supporting stakeholders with appropriate training as required, and develop and create an effective performance management programme such as Contract and Supplier Relationship Management (C& SRM) to mitigate risk to the University.
  9. Embed sustainable practices and procedures to identify high sustainable risk categories, utilising the sustainability risk prioritisation tool [Marrakech], and investigate high-risk categories using the DEFRA analysis tool, and measure and monitor Suppliers identified within these categories through the Chartered Institute of Procurement and Supply [CIPS] Sustainability Index.
  10. Research buyer requirements across campus to place central contracts that meet general requirements, analyse spend on Agresso finance system to ensure compliance to Procurement policy, and develop, create, and communicate to key stakeholders spend reports for the area of responsibility.
  11. Monitor guidance on tender and contract terms and conditions, and integrate legal changes into all tendering documentation, so that the University complies with legal obligations, and provide reports as required, such as FOI, Audit, or ad hoc reports on policies as required.
  12. Contribute positively to the creation, development, and monitoring of the Procurement key performance indicators [KPIs], and research the use of electronic tendering and trading, and effective support for online training for University buyers as required.
  13. Cover for and/or support other members of the Procurement team, and deputise for the Head of Procurement as required, and contribute to the enhancement of the University's international profile in line with the University's Strategy: World Changers Together.
  14. Positively contribute to support the University maintaining or enhancing the CIPS Procurement Excellence Award.

Knowledge, Qualifications, Skills, and Experience

Essential:

  1. A1 Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles.
  2. A2 High degree of knowledge of procurement rules within Higher Education or a comparable complex sector.
  3. A3 Detailed knowledge of EC Directives together with other statutory requirements placed on public sector bodies.

Desirable:

  1. B1 Member of Chartered Institute of Purchasing and Supply, [MCIPS] qualified or working towards it.
  2. B2 High degree of knowledge of public sector procurement rules.
  3. B3 Knowledge of the Freedom of Information [Scotland] Act.

Skills Essential:

  1. C1 Skills in the use of Microsoft packages such as Excel, Word, PowerPoint, and accounting software packages.
  2. C2 Good communication and well-developed influencing skills.
  3. C3 Ability to prioritise and manage workload to meet tight deadlines.
  4. C4 Good analytical and problem-solving skills.
  5. C5 Ability to work to tight deadlines with effective project management.
  6. C6 Leadership and motivational skills in formal and informal situations.
  7. C7 Ability to evaluate complex tender responses and present and contribute towards the award recommendation.
  8. C8 Well-developed interpersonal and relationship-building skills.

Experience Essential:

  1. E1 Extensive broad professional management experience in a similar or related role working in a public sector [or equivalent] in a buying capacity at a senior procurement specialist level with qualifications above.
  2. E2 Significant practical experience of using computerised finance and other business systems.

Terms and Conditions
