The Challenge
Despite the overwhelming evidence highlighting the negative impacts of institutional care, approximately 5.4 million children globally remain in such facilities. These children are often separated from their families and communities, deprived of the love, attention, and opportunities essential for their development. Our approach focuses on three key areas: preventing family separation, safeguarding children, and promoting care reform. We have made significant strides in closing harmful institutions and reuniting children with their families. For those unable to live with their biological families, we advocate for alternative family-based care options, such as kinship care and quality foster care. Our efforts, in collaboration with various advocates for care reform, have led to a growing global movement, with commitments from the UN, EU, and numerous development agencies to transform the care of vulnerable children.

Role Overview
The Evaluation Specialist will provide expert evaluation support for Lumos's More Than A Number initiative.

Key Responsibilities
The primary challenge in advancing care reform is the financial support that continues to flow into institutional care from various sources. Despite a robust evidence base demonstrating the harms of institutionalization, many donors still invest in orphanages, inadvertently contributing to family separation and increased risks for children. Recent research by Lumos has underscored the critical role of private philanthropy in sustaining institutional care systems. Therefore, understanding the knowledge, attitudes, and behaviors of private donors is vital for facilitating care reform, especially in contexts where state funding is not predominant. In response to this pressing issue, Lumos has initiated a three-year pilot campaign aimed at enhancing the Knowledge, Attitudes, and Practice (KAP) of Ultra-High Net-Worth Philanthropists.

Evaluation Focus
The Specialist will conduct a light-touch impact evaluation utilizing a learning inquiry approach. The evaluation aims to consolidate and assess the advocacy and influencing initiatives undertaken throughout the campaign. The Consultant will evaluate both the process and impact of the campaign:

  • Process Evaluation: Assess the success of operationalization, delivery, and design of all components of the campaign.
  • Impact Evaluation: Measure the level of interest, uptake, and effectiveness of the initiatives tested with the targeted stakeholder group.

Qualifications
We seek an Evaluator and mixed-method Social Researcher with expertise in MEAL (Monitoring, Evaluation, Accountability, and Learning) and theory-based impact evaluations, possessing the following skills and experience:

  • Over 5 years of experience in designing, managing, and implementing complex learning and evaluation projects, with proficiency in various evaluation methodologies.
  • Strong knowledge of qualitative data analysis and the ability to effectively employ a diverse range of learning and evaluation methods, particularly in advocacy and campaigning contexts.
  • Experience in creatively evaluating innovative, multidisciplinary campaigns and programs.
  • Ability to guide non-evaluation practitioners in utilizing learning and evaluation tools.
  • Experience incorporating lived experiences into learning and evaluation approaches, especially involving children and young people.

Additional Skills
Applicants should also possess:

  • Exceptional written and verbal communication skills in English.
  • Strong collaboration abilities.
  • Capacity to work independently.
  • Adaptability to changing and uncertain circumstances.
  • Desirable: Experience evaluating and researching behavior change campaigns.
  • Desirable: Knowledge of advocacy or campaigns targeting philanthropists and/or other donors in UK/EU contexts.
  • Desirable: Experience working with children and young people on research and/or evaluation projects.
  • Desirable: A solid understanding of the charitable philanthropy sector, including relationship cultivation and stewardship to inform and influence high-net-worth giving.
