Overview

Transport Scotland is the national transport agency for Scotland, accountable to Parliament and the public through Scottish Ministers. With a budget of around £3.9 billion per year, Transport Scotland plays a vital role in driving sustainable economic growth through strategic investments and policies in the transport sector. These initiatives have significant impacts on the economy, communities, and the environment.

Reporting to the Rail Resilience & Timetable Development Manager, you will collaborate closely with senior rail industry professionals. Your primary responsibility will be to ensure that passenger and freight services are delivered and enhanced in alignment with the Scottish Ministers' Control Period 7 High Level Output Specification.

As part of a team of experienced Rail Professionals, you will provide expert technical advice across Transport Scotland's Rail Project Portfolio and sponsored services. Your contributions will be instrumental in developing proposed rail timetable, rolling stock, and infrastructure enhancements.

Responsibilities
  • Support the development of rail timetables and service specifications, providing constructive challenge to key industry partners like ScotRail Trains and Scottish Rail Holdings to ensure the Government's objectives are met.
  • Collaborate with Transport Scotland Policy and Strategy teams, assisting them in their strategic plans and validating that proposed infrastructure / rolling stock enhancements deliver desired outcomes.
  • Utilize research and analysis skills to develop a comprehensive understanding of demand, revenue forecasting, and patronage trends.
  • Advise on technical and operational issues to achieve cost-effective and timely delivery of the pipeline of major projects.
  • Contribute to the drafting of Ministerial Briefings, FMQs, Parliamentary Questions, FoI/EiRs and Official Responses, meeting relevant timescales. Act as timetable lead with stakeholders, ensuring Ministers are adequately supported at meetings and events.

Essential Criteria & Qualifications
  • Possess a high level of computer literacy (including Excel), with the ability to utilize these skills for analysis and problem-solving.
  • Demonstrate effective communication and presentation skills, using them to build partnerships and consult effectively with a wide range of people, both internally and externally.
  • Have extensive experience working in the Railway industry, particularly in Performance Analysis or Operational Planning.
  • Exhibit strong research and report writing skills.
