Overview

The Scottish Government serves as the national authority for transportation in Scotland, accountable to the public and Parliament through its Ministers, managing a substantial budget dedicated to enhancing sustainable economic growth. Transportation plays a crucial role in achieving the Government's objectives, influencing the economy, communities, and the environment. In this role, you will report to the Rail Resilience & Timetable Development Manager, collaborating closely with senior rail industry stakeholders to ensure the effective delivery and improvement of passenger and freight services in alignment with governmental specifications. This position is integral to a team of seasoned Rail Professionals dedicated to providing informed technical guidance across the Rail Project Portfolio and associated services. You will play a key role in shaping proposed rail timetables, rolling stock, and infrastructure advancements.

Key Responsibilities


• Support the formulation of rail timetables and service specifications, engaging in constructive dialogue with key industry partners to ensure alignment with governmental objectives.
• Collaborate with Transport Scotland's Policy and Strategy teams, assisting in the validation of strategic plans and ensuring that proposed enhancements meet desired outcomes.
• Utilize research and analytical skills to gain insights into demand forecasting, revenue generation, and passenger usage.
• Provide advice on technical and operational matters to facilitate the efficient and timely execution of major projects.
• Contribute to the preparation of Ministerial Briefings, Parliamentary Questions, and Official Responses, ensuring compliance with relevant deadlines. Additionally, you will act as the timetable lead, ensuring adequate support for Ministers during meetings and events.
• Oversee one staff member responsible for maintaining the delivery of the outlined activities. Required Competencies

Essential Qualifications

To be successful in this role, you should have experience in the rail sector, with a solid understanding of train and resource planning, transport operations, or logistics. Membership in a relevant professional institution is preferred, or you should be actively pursuing membership. Essential Skills 1. Proficiency in computer applications (including Excel) for analysis and problem-solving. 2. Strong communication and presentation abilities, fostering effective partnerships and consultations with diverse stakeholders. 3. Extensive experience in the railway industry, particularly in Performance Analysis or Operational Planning. 4. Excellent research and report writing capabilities.

Additional Information

This position is based in Glasgow, with hybrid working arrangements in accordance with current policies. The role is full-time, though candidates with alternative working patterns are encouraged to apply, and proposals will be evaluated against business needs.
