Bristol, Bristol, United Kingdom Health and Safety Executive Full time

Position Overview

Note: Applicants from Scotland or Wales must be able to commute to designated offices.

The Health and Safety Executive (HSE) has initiated the Building Safety Regulator (BSR) to ensure the safety of high-risk residential buildings (HRBs) and to foster a sense of security among residents.

BSR is tasked with overseeing enhancements in safety and performance standards across all buildings, striving to elevate industry benchmarks annually. The regulator collaborates with residents and industry stakeholders to ensure that every voice contributes to this mission. BSR stands as a commitment to those affected by inadequate building standards, aiming to prevent future tragedies.

This role encompasses two key functions within High-Risk Building (HRB) Regulation: Building Control and In-Occupation. This announcement pertains to one position in each area.

  • The Building Control function focuses on ensuring that HRBs are designed and constructed in compliance with Building Regulations.
  • The In-Occupation function involves managing Building Assessment Certificate (BAC) applications to address safety risks in occupied HRBs, safeguarding resident well-being. This position will lead a team based in Cardiff.

As the Operational Delivery Team Leader (also referred to as Principal Regulatory Lead), you will oversee and guide Building Safety Regulatory leads responsible for regulatory decisions. These leads will coordinate multidisciplinary teams (MDT) alongside regulatory partners, including building control, fire rescue services, and structural engineers, to provide the necessary expertise for informed decision-making.

This is a pivotal moment to join BSR, where you will play a key role in cultivating a culture of excellence and ongoing improvement, driving cultural transformation in building safety within your community.

Role Responsibilities

In your capacity as Team Leader, you will be accountable for operational delivery, strategic direction, and leadership to ensure effective regulatory compliance for HRBs, guaranteeing that residents feel secure in their living environments.

We seek dynamic and motivated leaders who can inspire our workforce, collaborate effectively with external partners, and leverage data to optimize the delivery of BSR's regulatory functions and objectives.

Key Qualifications and Skills

  • Assurance: Ability to ensure consistent decision-making for balanced regulatory outcomes.
  • Performance: Utilizing data to assess operational performance and efficiently manage resources to foster a high-performing team.
  • Risk Management: As BSR is a nascent organization, you must be vigilant in identifying and addressing delivery challenges while considering their impact on culture, structure, morale, and diverse user needs.
  • People Development: Foster a culture of peer review, continuous learning, and professional growth.

This role presents an opportunity to significantly impact the community we serve. If you possess a background in operational leadership and are prepared to tackle the challenges of this position, we welcome your interest. In return, we offer a variety of development opportunities, including tailored career pathways and training, along with access to Civil Service learning programs.

Travel to various sites across England will be required, necessitating flexibility for on-site visits, collaborative efforts, training, and meetings, which may include occasional overnight stays.

At HSE, we take pride in offering our employees the option to work in a hybrid model, combining remote work with office attendance. This arrangement is voluntary and non-contractual, with your designated office serving as your contractual workplace. Attendance at the office will be necessary for various activities, collaboration, and training. If hybrid working is applicable to your role, arrangements will primarily be based on business needs, while personal circumstances will also be considered. We encourage candidates to evaluate the feasibility of commuting before applying.
