FCAT operates within the Risk, Control & Financial Accounting Directorate of the HMRC Chief Finance Officer Group. Our mission is to guide HMRC towards a comprehensive understanding of its key risks and ensure effective control measures are in place.

As a compact, geographically diverse team, our responsibilities span all HMRC taxes, duties, and benefits processes, as well as corporate processes that ultimately affect financial transactions and entries in HMRC's published financial statements.

We collaborate closely with HMRC’s Business Groups and Change teams to integrate, assure, and elevate financial control standards. Our expert guidance and constructive challenge are essential in maintaining HMRC's integrity by ensuring that robust financial controls, including segregation of duties, are designed and functioning effectively to mitigate risks of fraud, error, and money laundering.

Most of our focus is directed towards the various taxes, duties, and benefits that HMRC oversees, covering all aspects of the customer journey, including registrations, returns, claims, payments, penalties, interest, and debts.

Scope of Work

This role is tailored for individuals eager to thrive in a busy and dynamic environment while expanding their understanding of HMRC’s systems, processes, and controls.

The successful candidate will join the FCAT Change Assurance Team and will be responsible for:

  • Managing a designated portfolio of high-risk and complex Change projects with varying timelines and implementation schedules.
  • Providing expert advice, constructive challenge, and assurance to Change teams on their projects, ensuring that HMRC’s standards for controls and segregation are integrated into the design of new and evolving systems and processes.
  • Influencing Change projects to comply with standards for controls and segregation prior to their implementation, and promptly escalating any instances of non-compliance.
  • Offering support to team members as needed, including coverage during absences.

Travel Requirements

This role may involve some travel, including occasional overnight stays, and may encompass HR management responsibilities in the future.

  • Communicate effectively, simplifying complex concepts and tailoring messages to suit the audience, presenting facts and recommendations clearly and persuasively.
  • Take pride in their work and strive for continuous improvement in team processes and HMRC’s standards for controls and segregation.

Expectations:

  • Commit to a minimum tenure of 2 years in this position.
  • Complete Government Counter Fraud training on Fraud Risk Assessments.

Essential Qualifications:

Knowledge or experience in one or more of the following areas:

  • Risk Management in processes/systems.
  • Process controls and assurance.
  • Risk and Control Frameworks.
  • Internal Auditing.
  • Segregation of duties.

Desirable Qualifications:

  • Membership in the Government Counter Fraud profession.
  • Experience working collaboratively across various grades and business areas in geographically dispersed teams.

In addition to a competitive salary of £42,618, HMRC contributes £11,506 towards your membership in the Civil Service Defined Benefit Pension scheme.

HMRC offers both Flexible and Hybrid Working policies, enabling you to balance your professional and personal commitments. We encourage applications from individuals seeking flexible arrangements and will consider requests where feasible, taking into account operational and customer service needs.

We provide a generous leave allowance, starting at 25 days and increasing by one day for each year of qualifying service, up to a maximum of 30 days.
