Role Overview


The Property and Asset Strategy team is responsible for the strategic development of an integrated approach to property and asset management, overseeing the lifecycle of buildings, daily corporate property management, and offering guidance to Project Delivery and Maintenance teams.

Position Responsibilities


The Senior Mechanical Engineer will assist and act on behalf of the Lead Mechanical Engineer within the Property and Asset Strategy Team, focusing on the installation and replacement of mechanical, public health, and specialized building services throughout the estate.

The successful candidate will formulate lifecycle strategies for these services, ensure adherence to Parliamentary design standards, and spearhead research into innovative and emerging technologies.


Key Responsibilities:

  • Oversee and manage external consultants and contractors on specialized projects, ensuring successful project execution.
  • Develop and sustain long-term strategies and lifecycle plans for mechanical engineering services across the Parliamentary Estate.
  • Conduct feasibility assessments, create project briefs, and manage mechanical infrastructure projects from design through to commissioning.
  • Ensure compliance with relevant regulations and standards, updating the building services Design Guide to reflect sustainability and accessibility.
  • Review and authorize modifications in infrastructure design and maintenance, providing expert technical support and approving new systems upon handover.
Qualifications and Skills

To excel in this position, candidates should demonstrate:

  • Extensive experience serving as an onsite representative, overseeing the installation, monitoring, testing, and commissioning of intricate mechanical services and equipment.
  • A strong capability to communicate technical information clearly to non-expert audiences and provide accurate content for information requests.
  • A proven track record of influencing stakeholders, contractors, and colleagues to achieve objectives while maintaining positive relationships.
  • Competence in managing multiple complex tasks simultaneously, with a solid understanding of project delivery methodologies.
  • A comprehensive understanding of procurement processes, contract management, key performance indicators, and regulations pertaining to listed buildings and safety.
