Senior Procurement Governance & Policy Specialist

Croydon Council is seeking a highly skilled and experienced Senior Procurement Governance & Policy Specialist to join our team. As a key member of our Strategic Procurement and Governance team, you will play a crucial role in driving improvements in procurement and purchasing practices, ensuring compliance, and providing optimum value for money.

Key Responsibilities:
  • Deliver improvements in procurement and purchasing practices, driving compliance and providing optimum value for money.
  • Identify, deliver, and embed relevant legislative, policy, and procedural changes across the council.
  • Review compliance to procurement/purchasing policies and procedures, notably the Tender and Contract Regulations (TCRs).
  • Identify corrective actions to address non-compliance and work with procurement colleagues to implement these and escalate repeated non-compliance.
  • Take a lead on updating and communicating tender and contract documents, templates, and guidance in line with any changes to legislation or recommendations received through internal/external scrutiny.
  • Lead on the identification of changes to relevant national procurement policy and legislation, considering the implications, applying it locally, and communicating the changes across the council.
  • Represent procurement both internally and externally, proactively engaging with internal and external stakeholders across the council to ensure that procurement is effectively enabling the organisation to conduct its activities in compliance with the Tender and Contract Regulations and national procurement legislation.
Requirements:
  • Working towards MCIPS qualification.
  • Up-to-date knowledge of current and prospective public procurement legislation.
  • Experience of contract management and managing and improving procurement governance.
