Job Title: Data and GIS Analyst

Join Gwynedd Council as a Data and GIS Analyst and play a key role in designing, developing, and implementing spatial data management systems to support the Agency's operations.

Key Responsibilities:
  • Design and develop spatial data management systems to support the Agency's operations.
  • Collaborate with cross-functional teams to integrate GIS data into financial and operational IT systems.
  • Analyse geo-referenced datasets to produce insightful reports for senior management.
  • Conduct data cleansing, maintenance, and analysis of asset inventory datasets related to the strategic road network.
  • Implement solutions using industry best practices to ensure the future-proof development of spatial IT systems.
  • Provide technical support to internal and external teams in IT solution development.
  • Deliver objectives within agreed timelines and budgets.
Requirements:
  • Advanced understanding of GIS platforms, tools, and analysis.
  • Thorough understanding of data security.
  • Excellent analytical, problem-solving, and creative skills.
  • Experience of training staff to use specialist IT and data management systems.
  • Knowledge of highway legislation in general.
Working Environment:

The post is based within the NMWTRA Environment and Climate Change Team, and the purpose is to continually improve the end users' use and management of spatial data predominantly within this team, although with the requirement to also work across all NMWTRA services, Partner authorities, and other stakeholders.

The successful candidate will work with external system owners, Data Management, and ICT Support to provide data interconnectivity between systems and establish, prioritize, and promote programs for the development and implementation of spatial information technology systems required by the Agency.

The role requires the ability to work in circumstances where policy, procedures, and working standards only provide minimal guidance and to undertake rigorous testing of developed systems to minimize consequential operational risk associated with the services provided by NMWTRA on behalf of the public/WG.

The successful candidate will also be responsible for ensuring the availability of the necessary information required to review performance indicators for both the Agency and the WG and using support, tact, persuasion, and sensitivity to provide training for staff members and Partner Authorities for existing and newly designed or upgraded systems as required.

The role requires the ability to work in a team environment and to operate within the Council's policies and procedures in relation to equal opportunities and equality.
