Role Description

The Estates Programme Manager is responsible for the administration, supervision, and execution of both Revenue and Capital projects across the DVSA Estate, which encompasses over 400 properties.

This position reports directly to the Head of Property Investment and is one of three roles that manage a diverse Portfolio across England, Scotland, and Wales.

Your primary responsibilities will include, but are not limited to:

  • Overseeing the execution of Estates Capital and Revenue Works Programs, ensuring that projects are completed within set timelines, budgets, and in compliance with Corporate Programme and Project Management Principles, Procedures, and Processes.
  • Identifying and implementing maintenance strategies that are cost-effective, practical, and aligned with operational requirements while minimizing disruption to Operational Service Delivery.
  • Creating and reviewing Business Cases for submission to the Investment & Change Committee (ICC) or for Director approval (if below ICC threshold).
  • Developing and producing project dashboards and status reports to inform the Estates Delivery Board and Portfolio Management Group.
  • Managing financial and resource allocation duties, including:
    • Ensuring efficient workload management and resource allocation to meet project demands.
    • Monitoring capital and revenue program budgets, along with individual project budgets, with monthly forecasting.
    • Providing leadership as an 'Intelligent Client' to the team and to the Total Facilities Management Contractor and other Service/Contract Providers.
    • Executing Delegated Service Manager responsibilities as outlined by the NEC 3 Term Service Contract.
    • Performing Project Management duties as defined by the NEC 3 Engineering & Construction, making decisions within the agreed authority related to projects, works, finance, procurement, and contracts.

About You

To excel in this position, you will possess:

  • Experience in an Estates environment.
  • Proven track record in delivering property projects/programs.
  • Expertise in risk management, stakeholder engagement, and change management.
  • Experience in developing Business Cases.
  • Strong budgeting and financial management skills.
  • Familiarity with the NEC 3 / Engineering & Construction Contracts.

Additional Information

This role can be based in various locations. Your presence at one of these sites will be part of the working arrangements agreed upon with you. We offer a hybrid working model that provides flexibility regarding your work location and schedule. The expectation is that you will spend a minimum of 60% of your time at your designated base location. Visits to other DVSA sites or work locations will count towards this.

Occasional overnight travel may be necessary.

  • Prince2 Practitioner*
  • MSP Practitioner*
  • Membership of a relevant professional body with appropriate experience in a property profession discipline (e.g., RICS, BIFM, RIBA or equivalent qualifications)*
