Job Title: Single Homeless and Commissioning Team Manager

Job Summary:

We are seeking an experienced Commissioning Specialist to join our team as a Single Homeless and Commissioning Team Manager. The successful candidate will support the Head of Service in managing the Rough Sleeping & Homeless Support Team, leading on bid applications, mobilisation of new services, and supporting the team to deliver on KPIs and contracts.

Key Responsibilities:

  1. Support the Head of Service in the strategic leadership and continuous development of the council's housing solution functions.
  2. Deliver the council's Rough Sleeping Plan and supported housing provision by facilitating timely referrals, collating, interpreting data and evidence, and researching new models of support.
  3. Lead on the delivery of specific commissioning projects within the Service, producing specifications, options appraisals, and business cases for the commissioning and de-commissioning of services.
  4. Manage the entire commissioning life cycle from strategic needs analysis, planning to implementation of services within the agreed budget and look at opportunities for income generation.
  5. Utilise innovation to drive the co-design and development of a range of rough sleeping services and specialist housing models in collaboration with colleagues and partners.
  6. Provide and direct the development and management of relevant policies, strategies, and implementation plans; ensuring that they are delivered, and contract managed within agreed timescales.
  7. Ensure commissioning plans meet key strategic aims and objectives.
  8. Undertake cost benefit analysis and develop evidence-based business case options to determine appropriate delivery options to meet identified supported housing needs.

Requirements:

  1. Significant experience and understanding of services provided to people within the areas of offending, mental health, substance misuse, and complex needs.
  2. Extensive knowledge of Housing Act 1996 part VI & VII (as amended by homelessness Act 2002), and associated case law, Housing Act 1985, 1988 and 2004 and a working knowledge of landlord and tenant law and other appropriate housing legislation or benefit regulations.
  3. Extensive knowledge of the duties owed to people under the Children's Act 1989.
  4. Knowledge of Landlord & Tenant Legislation, the Housing Act 1985, and the Protection from Eviction Act 1977.
