Job Summary:

We are seeking a highly skilled Learning and Development Professional to join our team at Leicestershire County Council. As a key member of our Learning and Development team, you will play a crucial role in delivering a learning and development service that meets the needs of our organization.

Key Responsibilities:

  • To enable the delivery of a learning and development service, including the management of a specific area of responsibility and staff, based upon an understanding of the Council and Departmental requirements.
  • To support the implementation of the Council's transformation agenda through delivery of the People Strategy and departmental plans, understanding the role that Learning and Development has in enabling the Council to achieve its outcomes and through developing and maintaining strong relationships with all stakeholders.
  • To lead on projects as directed by the Learning and Development Manager and Head of People Services, including taking the lead on apprenticeships.
  • Line Managing a team of professional Learning Advisors with responsibility for their recruitment, supervision of their work, development and performance management.
  • Working with a range of stakeholders, including senior managers and HR/OD Business Partners to develop workforce development strategies and plans for defined areas of responsibility, in order to ensure that statutory, professional, technical and behavioural development needs for the Council are met.
  • To ensure that a flexible approach is taken to deliver an effective, blended learning offer which maximises the use of technology and makes the best return on investment and use of skills when deciding to directly deliver or commission services.
  • To support the Learning and Development Manager, representing the service at both formal and informal meetings, events, consultations/negotiations with various stakeholders and Professional Bodies.

Requirements:

  • To have a relevant Learning & Development Qualification.
  • To have experience of successfully delivering learning & development within a complex organization to deadlines.
  • To have demonstrable experience of recruitment, supervision, development and performance management of allocated staff to achieve service objectives and optimum service performance.
  • To have provided advice to senior managers on complex learning and development issues.
  • To have experience of writing and presenting reports for management meetings and/or committees on various learning and development and operational/service subjects.
  • To have experience and proven ability to deliver a wide range of projects/tasks on time and within budget.
