The role is pivotal in delivering thorough, effective, and efficient management accounting support for the expansive multi-partner initiative: 'InFrame' (Inclusive Framework for Research Leadership).
The individual will serve as the strategic overseer for all financial matters related to the project across three partner institutions (Glasgow, St Andrews & Edinburgh), holding full financial accountability for the two-year duration of the project.
In collaboration with the InFrame Project Lead and Project Manager, the incumbent will spearhead strategic execution and financial reporting, providing solutions to issues and high-quality technical support for all financial aspects to achieve the project's strategic goals.
Key Responsibilities 1.Oversee all financial operations for the InFrame project across the three universities, employing a business partner approach to fulfill the project's strategic aims.
Develop, secure agreement on, and implement a financial management strategy that aligns with the project's strategic objectives, ensuring financial leadership and influence within the complex structure of the three universities.
2.Provide strategic accounting leadership, offering challenge and support to the InFrame project team regarding central financial issues and projects funded through the Culture Catalyst Fund (CCF), ensuring alignment with the strategic needs of the three universities and the InFrame initiative.
This entails delivering specialized expertise and guidance across the partner institutions, advising on all financial matters related to the InFrame project and its partner initiatives.
3.Deliver insights, expert analysis, and commentary for all reporting requirements, providing strategic financial leadership across the three partner institutions. Establish and oversee procedures and controls to ensure comprehensive reporting within a complex partnership.
Prepare precise forecasting data, continuously enhancing the process and related reports in terms of data quality and analytical insights.
4.Supervise the CCF to ensure that financial strategic objectives are achieved.
Utilize professional expertise to provide rigorous financial scrutiny and due diligence, offering recommendations for support levels and ensuring that all proposals are robust and measurable.
Lead the development and dissemination of protocols across the three universities, ensuring smooth operations related to funding decisions and fund management in accordance with policies, particularly concerning the transfer of funds between partner institutions.
5.Manage financial reporting for both strategic and operational purposes, encompassing strategic financial planning, governance, control, budgeting, forecasting, monitoring, and reporting.
Analyze and interpret financial data to meet all portfolio management, governance, risk, and compliance reporting requirements, providing strategic advice to the Project Lead and Project Manager.
6.Ensure that all financial operational and strategic planning processes contribute to the effective matrix management of the project team, collaborating closely with the three institutional Project Coordinators to guide financial inputs in both the short and long term.
7.Establish strong relationships with key stakeholders across the three partner universities, fostering productive collaboration across various levels and management structures.
8.Implement a project-wide financial risk management framework to identify and mitigate financial risks, ensuring compliance with all regulatory requirements related to procurement.
9.Maintain the integrity of financial data within the accounting system, ensuring all necessary reconciliations are performed and variances are addressed.
10.Lead the strategic alignment of the project budget across the three institutions, providing financial guidance for procurement activities that align with funder requirements.
11.Stay informed about financial policy, legislative, and funding changes, assessing their implications on project interdependencies and emerging needs.
12.Exemplify leadership and motivation, ensuring that behaviors and attitudes reflect the values of the institution.
13.Engage actively in the university-wide finance community, contributing to the development of comprehensive finance solutions.
14.Perform additional duties as required, consistent with the position's grade level and prioritizing work with management or relevant stakeholders.
Qualifications and ExperienceEssential:
- Demonstrated competencies required for this level of position, having acquired necessary professional knowledge and management skills in similar roles.
- Membership in a recognized accounting professional body.
- Comprehensive understanding of business processes and strategic planning.
- Proven leadership and management capabilities.
- Substantial post-qualification management accounting experience within a complex environment.
Desirable:
- Experience in managing grant funding projects or programs.
- Knowledge of financial governance in the higher education sector.
