About the Role

We are seeking a highly skilled and experienced Technical Spectrum Advisor to join our team at Intelsat. As a key member of our organization, you will play a critical role in ensuring the successful management of the UK Skynet satellite fleet.

Key Responsibilities
  • Lead the spectrum management and frequency coordination efforts for the UK Skynet satellite fleet, ensuring compliance with relevant regulations and agreements.
  • Develop and maintain strong relationships with external agencies, including the UK MOD, to ensure effective coordination and negotiation of spectrum-related issues.
  • Oversee the activities of the SDW frequency coordination team, providing guidance and support as needed.
  • Lead the negotiation process at spectrum coordination meetings, working closely with UK MOD representatives.
  • Collaborate with the UK MOD Spectrum and Satellite Filings leads to ensure alignment on spectrum-related matters.
  • Develop and implement strategic plans for the SKYNET constellation frequency filings, ensuring optimal use of spectrum resources.
  • Establish and maintain objectives for the Frequency Coordination team, ensuring clear direction and focus.
  • Provide technical expertise and advice to senior MOD staff on all aspects of frequency filings.
  • Support the UK MOD in developing the UK government filing strategy, ensuring alignment with Intelsat's goals and objectives.
  • Manage ITU filings at each stage of the filing process, ensuring timely and accurate submissions.
  • Monitor and analyze new ITU filings, performing interference analysis and reporting results to stakeholders.
  • Ensure the SKYNET network is operated in accordance with agreements and relevant ITU/NATO regulations.
  • Monitor the development of other MILSATCOM programmers and determine the impact on the SKYNET system.
  • Stay up-to-date on ITU WRC, CCEB, CEPT, NATO, and OFCOM initiatives that may affect SKYNET space operations.
  • Develop and maintain good relationships with external agencies associated with frequency management.
  • Maintain and update Frequency Coordination documentation, ensuring accuracy and completeness.
  • Support NATO URGE process, ensuring planners have up-to-date information concerning SKYNET UHF allocations.
Requirements
  • Undergraduate university degree in a relevant engineering or technical field.
  • Minimum 10 years of experience in satellite systems, including satellite design, operations, or engineering.
  • UK citizenship and active UK Government Developed Vetting (DV) security clearance.
  • Proven negotiation and diplomatic skills, with experience in building and maintaining strong relationships with external agencies.
  • Understanding of link budgets and ability to analyze their impact.
  • Insight and knowledge of ITU rules and regulations, particularly those related to satellite operations in the GSO band.
  • Familiarity with ITU software used for submitting, progressing, modifying, and completing the ITU filing process.
  • Demonstrated leadership and collaboration skills, with the ability to work effectively with peers and stakeholders.
