Position Overview
The Government Commercial Function is the primary source of commercial agreements for Central Government and the broader public sector, managing approximately £30 billion in annual expenditure. In this role, you will oversee our Technology category, which plays a crucial role in optimizing IT procurement, products, and services.
As the Director of Category Management, you will be instrumental in enhancing our portfolio and the value-added services we offer to a diverse array of public sector entities.
Your expertise in technology procurement and leadership will be essential in promoting best practices in our agreements and contributing to the formulation of category strategies, value-added services, and procurement pathways. You will collaborate closely with the CCS organization and various central and public sector bodies.
This position offers a dynamic work environment with opportunities to tackle significant challenges as our organization evolves in response to supplier, customer, and industry trends in technology procurement.
Key Responsibilities
You will join a team of approximately 130 procurement specialists with extensive knowledge in public procurement and IT. Your leadership will guide a segment of this team in achieving CCS’s strategic objectives.
Your role will involve:
- Leading key initiatives and strategies in partnership with central government departments and public sector organizations, including local and devolved governments, health services, emergency services, and transportation.
- Engaging with several major IT suppliers serving the public sector, many of which are globally recognized.
Work Location
The successful candidate(s) will have the flexibility to choose a contractual workplace from the specified locations. Please note that your selected location will serve as your contractual base, with a requirement to spend at least 60% of your working hours at this organizational workplace.
Time spent on official duties at locations other than your contractual office, such as supplier, customer, or partner sites, will count towards the 60% attendance requirement.
This requirement will be adjusted to accommodate any reasonable adjustments for individuals with disabilities, specific caregiving responsibilities, or other temporary flexibilities.
Candidate Profile
- Lead teams to achieve business plan objectives, focusing on customer value, operational excellence, and capability enhancement for the Commercial Directorate.
- Participate in the senior management and leadership team for Technology, fostering collaboration and driving team success.
- Develop procurement strategies, including category strategies, collaborative planning with customers, and leveraging market insights to create innovative solutions.
- Enhance operational excellence with our supplier network.
- Manage a team of procurement professionals, typically comprising 8-10 members.
- Facilitate the growth and development of our commercial capabilities by sharing your expertise and promoting personal development initiatives.
- Collaborate with CCS business partners and stakeholders to ensure compliance and consistency in our operations.
Required Skills
During the selection process, candidates will be evaluated on the following technical skills:
- Complexity Management - Experience in supporting large-scale enterprise IT solution delivery through procurement and supplier management.
- Market Awareness - Understanding of the technology sector, current trends, and strategic suppliers to the public sector, with knowledge in areas such as cloud computing, software, networks, and services.
- Commercial Acumen - Proven expertise in delivering commercial benefits and value through procurement and supplier management.
- Relationship Building - Ability to cultivate relationships with senior management to influence strategic direction and fulfill business needs.
- Coaching and Development - Demonstrated leadership in managing and developing high-performance procurement teams, both directly and in a matrixed environment.
