Job Details

Fife Council is seeking a highly skilled and experienced professional to lead the Flooding, Shoreline and Harbours team within the Structural Services department. The successful candidate will be responsible for delivering the flood risk management, coastal and harbours functions in accordance with national legislation and Fife Council's policies.

The Role

  • Lead the delivery of flood risk management, coastal and harbours functions, including the development and implementation of effective and efficient flood prevention, shoreline management and harbours functions.
  • Lead on the procurement, design and supervision of hydraulic flood and coastal studies and construction of a wide range of flooding, shoreline and harbours capital and revenue projects using in-house and external resources.
  • Lead and manage the procurement of body of water, coastal and maritime structures maintenance programmes using in-house contractors and external contractors.
  • Develop forward design and construction programmes for all flooding, shoreline and harbours projects to achieve set budget profiles and maintain effective control on delegated budgets.
  • Implement the Council's duties as harbour authority under appropriate legislation.
  • Inspect, maintain and operate harbours assets.
  • Review new legislation, best practices and technical standards within the flooding, shorelines and harbours functions and develop responses, strategies, and policy reviews to meet new legislative and technical requirements.
  • Research and prepare reports for the Service Manager, working groups or committees on technical, financial, performance and service delivery issues.

The Person

  • Must be educated to SCQF level 10, which includes an Honours Degree in Civil or Structural Engineering or equivalent.
  • Must be registered as a Chartered Engineer or hydrologist with an appropriate professional body, such as MICE, MCHIT, MI StructE or MCIWEM.
  • Must have the ability to provide a regular and effective service and promote a positive culture in the workplace.
  • Must have the ability to communicate effectively.
  • Must have detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management and maintenance and operation of harbours assets.
  • Must have extensive knowledge of civil engineering specifications, various conditions of contract and tendering procedures.
  • Must have extensive detailed knowledge of Health and Safety and associated legislation, including CDM 2015.
  • Must have report writing skills.
  • Must have extensive analytical skills.
  • Must have experience of preparing and managing project plans and programmes.
  • Must have experience of managing contracts using the NEC suite of contracts.
  • Must have time management skills with the ability to prioritise tasks effectively, use own initiative, work without supervision and manage conflicting demands.
  • Must have the ability to communicate effectively.
  • Must have report writing skills.
  • Must have extensive analytical skills.
  • Must have the ability to provide a regular and effective service and promote a positive culture in the workplace.
  • Must have detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management and maintenance of harbour structures.
  • Must have knowledge of civil engineering specifications, various conditions of contract and tendering procedures.
  • Must have the ability to manage, assess, design and deliver flood, coastal and harbour related schemes.
