About the RoleWe are seeking an experienced Procurement Manager to join our team at NHS Scotland. As a Procurement Manager, you will be responsible for managing strategic sourcing and purchasing activities, ensuring maximum value for money is achieved within pre-defined resources.
Key Responsibilities- Support the over-arching Procurement Strategy by planning, organising and implementing an agreed segment of the strategic sourcing and purchasing workplan.
- Oversee NHS Scotland's purchase order system, managing systems maintenance and the implementation of agreed developments.
- Ensure the integrity of the supply chain at all times.
- Develop and implement Procurement Strategies for each major commodity group and NHS Scotland's key suppliers.
- Provide professional advice and guidance to management and budget holders on all aspects of procurement of goods, services and public works contracts.
- Represent NHS Scotland on National Procurement Commodity Advisory Panels and other national activities, ensuring subject matter experts within the Health Board engage with these panels either directly or indirectly.
- Liaise with National Procurement on contract, compliance and governance matters.
- Identify potential areas for expansion of the scope of the service.
- Provide a key input into the Board's ongoing improvement plans in relation to the Procurement & Commercial Improvement Plan (PCIP) with respect to contract implementation, contract management and supplier management.
- Demonstrate strong technical skills to ensure that theoretical models of high-quality procurement are turned into practice.
- Be educated to degree level with post-graduate qualifications preferably from the Chartered Institute of Procurement and Supply (CIPS) to Advanced Diploma Level (Level 5) and ideally be working towards or will have gained Professional Diploma (Level 6) MCIPS.
- Demonstrate a high level of competence in the critical leadership behaviours identified as crucial to achieving success within NHS Scotland.
- Have experience in Procurement and Product Management, a good working knowledge of modern Procurement Systems and an aptitude for achieving objectives within an area of intensity and competing demands.
- Have knowledge of how to apply the requirements of the Public Contracts (Scotland) Regulations and Procurement Reform (Scotland) Act is highly desirable.
- Bring knowledge of procurement across a range of categories is required. In particular, due to Property & Support Services being an area with minimal national contract coverage, knowledge of how to undertake construction and maintenance procurement (in particular, an understanding of model form contracts such as NEC3) is highly desirable.
- As well as being used to influencing other professionals towards considering new ways of working, the post holder will have demonstrated an ability of being proactive in presenting ideas for change by reasoned argument and persuasion.
- Excellent communication, inter-personal and negotiation skills.
- Car driver a full, valid UK/EU/EEA licence.
- Chartered Institute of Procurement and Supply Level 5 (Advanced Diploma) or higher level qualification.
- Knowledge and experience of how to apply the requirements of the Public Contracts (Scotland) Regulations and Procurement Reform (Scotland) Act is highly desirable.
- Experience delivering cost savings and other non-financial benefits through procurement activities.
- Experience of analysing large data sets to derive financial savings opportunities.
- Experience of engaging stakeholders to deliver change as part of commercial/procurement projects.
- Experience of procuring contracts in accordance with Public Contracts Regulations 2015 (or similar EU derived public procurement legislation).
- Experience in procuring healthcare-related products is highly desirable.
- Experience using framework agreements within an environment subject to public procurement law.
- Knowledge of how to undertake construction and maintenance procurement (in particular, an understanding of model form contracts such as NEC3) is highly desirable.
- Knowledge of procurement and commercial principles and practice.
- Knowledge of contract law principles, EU-derived public procurement law and change management principles.
- Knowledge of procurement methodologies within a specialist category area e.g. medical consumables/equipment.
- Be able to operate independently and be adaptable in conditions of change responding flexibly to emerging situations positively and effectively and team-working skills are necessary.
- Strong communication skills are required in terms of the ability to effectively engage with both internal and external stakeholders.
- Proven ability to be able to engage effectively with stakeholders and senior members of staff internally and externally.
- Proven ability to be able to effectively engage with suppliers regarding commercial matters.
This is a permanent, full-time position working 37 hours per week.
The role will be based in Procurement & Logistics within Kirklands - NHSL Headquarters.
The working pattern for this role is Monday to Friday.
