Procurement Specialist

As a key member of the procurement team at Coleg Sir Gar and Coleg Ceredigion, the Procurement Manager will play a vital role in advancing procurement activities and serving as a deputy to the Procurement Manager. The successful candidate will be responsible for deputising for the Procurement Manager at internal and external meetings, including HEPCW/CPC events, as needed.
Key Responsibilities:- Collaborate closely with the Procurement Manager to oversee compliance with the group's procurement policies and financial regulations.
- Manage the delivery of robust contract management and procurement support.
- Deputise for the Procurement Manager at internal and external meetings, including HEPCW/CPC events, as needed.
- Play a significant role in planning, implementing, and managing main contracts with suppliers.
- Address procurement actions and commercial risks, ensuring value for money while creating savings opportunities.
- Experience in an office environment performing procurement duties.
- Proven experience in supervising staff and drafting specifications.
- Strong procurement knowledge, excellent IT and organisational skills, and meticulous attention to detail.
- Ability to work flexibly under pressure with minimal supervision, use initiative to manage multiple tasks and determine priorities to meet deadlines.
- Willingness to learn and apply new systems.
- Registered with CIPS or currently studying or agree to studying within 12 months of employment a diploma in Procurement & Supply chain.
- Understanding of Public Procurement Legislation, including experience of offering advice and guidance to customers on related compliance matters.
- Proven track record of managing high-value projects from feasibility to implementation across a range of goods and services.
- Exceptional IT skills, including advanced proficiency in Excel.
- Ability to travel to all campuses and stakeholder meetings.
- Full Corporate member of the Chartered Institute of Purchasing and Supply.
- Experience working within a procurement environment.
- Experience with a variety of procurement-related tools and techniques, including category and demand management, vendor appraisal, supply positioning, and sustainable procurement practices.
- Welsh Oracy (Listening/Speaking) - Level 0/1
- Welsh Literacy (Writing/Reading) - Level 0/1
