The Senior Planning Officer will work within a team of planning professionals to process and determine complex and major applications, including Environmental Impact Assessment development. The post-holder will liaise with applicants, councillors, members of the public and consultees to deliver the best results for development in Norwich by determining applications, offering pre-application advice and explaining the development management process.
- To work independently at a senior level to deliver the statutory planning control and development management function. Providing advice and support to members of the public and developers concerning all aspects of the development management process.
- To investigate some unauthorized developments and participate in the enforcement process.
- To work at a senior level to deliver the spatial planning policy function through the development of strategies, policies and guidance which support the shared community vision and the regeneration and sustainable growth of Norwich.
- To assist in the supervision and training of Planners and the occasional coordination and allocation of workload to the rest of the team.
- To provide a customer-focused service for internal and external customers which is focused on excellent delivery, service improvement and maximizing efficiency.
- To contribute to the delivery of an effective and focused Planning and Regulatory service for the council.
- Working at a senior level to contribute to the delivery of the community and corporate vision and priorities through spatial planning policy and development management.
- Contribute at a senior level to collaborative working across Council services, and between other authorities and agencies on planning issues, including the Greater Norwich Growth Board.
- Working at a senior level to provide planning advice to, and negotiate with applicants or agents and with other bodies on planning applications, in pre-application discussions, and to respond to general planning enquiries, in order to deliver the objectives of both Local and National Planning Policy Framework.
- Timely processing of planning applications in accordance with agreed performance targets including negotiation to secure amendments to development proposals as necessary and negotiating financial and other planning obligations. To prepare reports using judgment to assess proposals, taking into account representations, and make recommendations on planning and related applications. To administer the Community Infrastructure Levy.
- Ensure compliance with planning consents including conditions attached to planning and related permissions and to liaise with enforcement officers in investigating unauthorized development, and to make recommendations on appropriate enforcement action.
- Contribute at a senior level to the preparation, monitoring, review and update of all aspects of the statutory Local Development Framework, including data collection, survey and analysis, maintaining monitoring systems, carrying out public consultation and community participation.
- Produce and present reports, briefings and presentations on planning policy or issues or other planning projects.
- Prepare evidence and be the Council's expert witness in connection with planning appeals whether dealt with by written representations, hearings or public inquiries. To present cases at Planning Applications Committee and at other meetings.
- Contribute at a senior level to the development of procedures to better the performance of the service, such as improved workflow management and providing advice on the interpretation of planning procedures and regulations.
- Oversee on an informal basis the work of Planners and to assist in their training and development.
- Deliver services in accordance with key performance indicators, service standards and quality systems.
- Communicate effectively, orally and in writing and ability to give presentations to Committees, interest groups and other parties.
- Provide clear explanations of policies, give professional judgment of material planning considerations, and make proficient logical decisions.
- Use effective project management techniques for workloads and delivery of work to the required standard within tight Government and corporate timescales.
- Analyze and evaluate technical plans and drawings, geographical and survey data as well as technical and specialist supporting documentation.
- Ability to negotiate amendments to development proposals as necessary, and negotiating financial and other planning obligations.
- Use effectively and efficiently standard office computer systems and corporate and specialist planning systems, including GIS based systems.
- Ability to be flexible at all times and work under own initiative.
- Good analytical and data collection skills with excellent attention to detail and accuracy.
- Able to demonstrate an understanding of diversity and equality requirements around service delivery.
- Educated to postgraduate degree or diploma level in Planning.
- Membership of the Royal Town Planning Institute (MRTPI) or if not already attained willingness and ability to attain and maintain corporate membership, or significant experience beyond that normally required.
- Commitment to continuous professional development.
